The bill may impact state revenue and workload by a minimal amount on an ongoing basis. Appropriation Summary: No appropriation is required. Fiscal Note Status: The fiscal note reflects the enacted bill. Summary of Legislation The bill codifies the current duties of the Office of Future of Work into law. The office must report policy recommendations to the Governor at least once a year, and may seek, accept, and expend gifts, grants, and donations. The General Assembly may appropriate money to the office. The bill also modifies statutes related to apprenticeships to conform with federal rules promulgated under the National Apprenticeship Act, including clarifying the duties of the state apprenticeship agency and two advisory councils. Background The Office of Future of Work in the Colorado Department of Labor and Employment (CDLE) was created by the Governor’s Executive Order B 2019-009 to serve as a central point of contact for efforts to respond to the changing nature of work, convene stakeholders around the issue, and explore ways to prepare for future impacts. It was also established in statute as the Office of Future of Work to study unemployment assistance and operate a statewide digital navigator program. Since its inception, it has been funded by existing CDLE appropriations, and was also appropriated $2.0 million for the digital navigator program in FY 2022-23. Page 2 May 17, 2023 SB 23-051 State Revenue and Expenditures The bill potentially increases state revenue from gifts, grants, or donations; however, no sources have been identified at this time. The office will also continue to operate utilizing existing appropriations, and may expend any gifts, grants, or donations received. Gifts, grants, and donations are exempt from TABOR revenue limits. Effective Date The bill was signed into law by the Governor and took effect on March 23, 2023.
