Summary of Legislation
The bill appropriates a total of $69,830,000 from the Colorado Water Conservation Board (CWCB)
Construction Fund in the Department of Natural Resources to the CWCB and the Division of Water
Resources for specified water-related projects. The bill also appropriates $25.2 million from the Water
Plan Implementation Cash Fund to the DNR. On July 1, 2023, the bill transfers $54.0 million from the
Severance Tax Perpetual Base Fund to the CWCB Construction Fund.
State Transfers
In FY 2023-24, the bill transfers a total of $54.0 million from the Severance Tax Perpetual Base Fund to
the CWCB Construction Fund.
State Expenditures
For FY 2023-24, the bill appropriates $95.03 million to the Department of Natural Resources for
water-related projects. The appropriation includes $69.83 million for expenditures from the CWCB
Construction Fund, and $25.2 million from the Water Plan Implementation Cash Fund. The funds are
available for the designated purposes until fully expended.
Local Government
Funding provided by this bill may benefit local water districts and water providers.
Effective Date
The bill takes effect upon signature of the Governor, or upon becoming law without his signature.
