The bill aligns state Medicaid statutes and requirements with federal law and regulations related to the COVID-19 public health emergency. These changes are assessed as having no fiscal impact. Appropriation Summary: No appropriation is required. Fiscal Note Status: The fiscal note reflects the enacted bill. Summary of Legislation The bill suspends various statutory requirements related to enrollment and cost sharing for Medicaid and other state health programs in line with federal law. These changes are a condition of receiving federal funds under the Families First Coronavirus Response Act, which requires states to maintain continuous coverage for clients and provide certain services during specified wind-down periods following the end of the federal public health emergency. Assessment of No Fiscal Impact The bill codifies and aligns state statute with federal law and regulations. Given that HCPF is currently implementing these changes and their FY 2023-24 budget request already includes funding related to the suspension of these various provisions of state law in line with federal requirements, the bill is assessed as having no fiscal impact. Effective Date The bill was signed into law by the Governor and took effect on April 27, 2023.
