Budget package bill.  The bill expands the acceptable use of funding for specialty 
education programs.  The bill may shift costs and minimally increase workload for 
higher education institutions on an ongoing basis.

Fiscal Note 
Status: 
The fiscal note reflects the enacted bill.  The bill was recommended by the Joint Budget 
Committee as part of its FY 2023-24 budget package. 
Summary of Legislation 
Under current law, the governing boards of the University of Colorado (CU) and Colorado State 
University (CSU) may negotiate fee-for-service contracts with the Colorado Department of Higher 
Education for certain specialty education programs.  The bill allows CSU to negotiate a fee-for-service 
contract for the delivery of health sciences programs with CU.  
Background 
CSU currently negotiates fee-for-service contracts for specialty education services, including the 
Professional Veterinary Medical program, CSU Extension, the Colorado Agricultural Experiment 
Station and the Colorado State Forest Service.  CSU currently has a partnership with CU’s School of 
Medicine, but specialty education funding is not eligible to be used for that partnership. 
State Expenditures 
The bill may minimally shift funding between specialty education programs, and CSU may have a 
minimal increase in workload to administer funding. No change in appropriations is required.   Page 2

Effective Date 
The bill was signed into law by the Governor and took effect on April 17, 2023.
