The bill updates and clarifies accessibility standards for state information technology systems. It minimally increases state workload in FY 2023-24. Appropriation Summary: No appropriation is required. Fiscal Note Status: The fiscal note reflects the introduced bill, which was recommended by the Joint Budget Committee as part of its FY 2023-24 budget package. Summary of Legislation The bill requires the Office of Information Technology to adopt rules regarding accessibility standards for IT systems employed by state agencies; clarifies that a claim brought for a violation of accessibility standards constitutes a single claim for each digital product; and repeals obsolete provisions. The bill also extends agencies’ spending authority made in FY 2023-24 for IT accessibility through FY 2025-26. State Expenditures The bill increases workload in the Office of Information Technology to conduct rulemaking, with support from the Department of Law, in FY 2023-24. This can be accomplished within existing appropriations. Effective Date The bill takes effect upon signature of the Governor, or upon becoming law without his signature.
