SUBJECT: Fiscal Assessment of Proposed Amendment HB1039_L.002 
 
 
This memorandum is an assessment of the fiscal impact of the attached proposed amendment 
L.002 to HB24-1039. This fiscal assessment is for the impact of the bill with inclusion of this 
amendment only. Any other added amendment could influence the fiscal impact. 
Summary of Proposed Amendment 
Amendment L.002 strikes everything below the enacting clause of the introduced bill. The 
amendment adds discrimination based on gender expression to the list of requirements that the 
State Board of Education must not waive. The amendment then defines “chosen name” and 
“gender expression” in sections of statute pertaining to the authority of public school boards to 
adopt policies.  
Fiscal Impact of Amendment 
The amendment eliminates all costs in the introduced version of the bill.  
Bill’s Revised Fiscal Impact with Amendment 
The Colorado Department of Education will update their guidance to school districts regarding 
requirements related to discrimination. This change in workload is expected to be minimal and 
no appropriation is required. School districts will also update their policies and procedures 
regarding protected individuals, resulting in a minimal increase in workload.
