The bill adds definitions for chosen name and gender expression to laws regarding 
school records and discrimination. The bill will minimally increase workload in the 
Department of Education and school districts in FY 2024-25 only.

No appropriation is required.  
Fiscal Note 
Status: 
The fiscal note reflects the introduced bill, as amended by the House Education 
Committee. The bill was recommended by the Colorado Youth Advisory Council 
Review Committee. 
Summary of Legislation 
The bill adds discrimination based on gender expression to the list of requirements that the 
State Board of Education must not waive. The bill also defines “chosen name” and “gender 
expression” in sections of statute pertaining to discrimination protections and the authority of 
public school boards to adopt policies. “Chosen name” and “gender expression” are also added 
to definitions in statute for the Colorado Civil Rights Division Commission.  
State Expenditures 
The Department of Education and the State Board of Education will update their definitions and 
policies to include the definitions of “chosen name” and “gender expression”. This additional 
workload is assumed to be minimal; no change in appropriations is required.

The bill will increase workload and expenditures for public schools to update their policies to 
align with the requirements and definitions in the bill.  
Effective Date 
The bill takes effect upon signature of the Governor, or upon becoming law without his 
signature.
