The bill adds definitions for chosen name and gender expression to laws regarding 
public schools and requires schools to address a student by their chosen name. The 
bill will minimally increase workload for the Department of Education and school 
districts.

Fiscal Note 
Status: 
The final fiscal note reflects the enacted bill. The bill was recommended by the 
Colorado Youth Advisory Council Review Committee. 
Summary of Legislation 
The bill requires public and charter school to address a student by the student’s chosen name 
during school functions. Intentionally using a name other than a student’s chosen name is 
discriminatory. Students experiencing this discrimination have a right to file a report with the 
school district.  Finally, the school district must implement a policy on how a school will honor a 
request for using a student’s chosen name.  
State Expenditures 
The Department of Education and the State Board of Education will update their definitions and 
policies to include the definitions of “chosen name” and “gender expression.” This additional 
workload is assumed to be minimal; no change in appropriations is required.  
School District  
The bill will increase workload for public schools and charter schools to update their policies to 
align with the requirements and definitions in the bill. Public schools and charter schools may 
have an increase in complaints if intentional misnaming of a student occurs, which would 
increase workload and potentially legal and other costs. Assuming that schools comply with the 
bill, any overall impact is assumed to be minimal.    Page 2

The bill was signed into law by the Governor and took effect on April 29, 2024.
