A report was required on or before January 15, 2023, and on or before January 15, 2024. The bill extends each deadline 2 years, so that a report is required on or before January 15, 2025, and on or before January 15, 2026. The department of higher education was appropriated $3 million for the student success data system. The bill permits the department to spend the appropriated money through December 31, 2026. Be it enacted by the General Assembly of the State of Colorado:1 SECTION 1. In Colorado Revised Statutes, 23-1-141, amend (7)2 as follows:3 23-1-141. Student success data system - student success data4 transparency - appropriation - definition - repeal. (7) On or before5 January 15, 2023 JANUARY 15, 2025, and on or before January 15, 20246 J ANUARY 15, 2026, the commission shall submit a report to the house of7 representatives education committee and senate education committee on8 the work required and any barriers identified, including recommendations9 for legislative changes necessary, to deliver a statewide longitudinal data10 system that connects K-12, postsecondary education, and workforce11 information.12 SECTION 2. In Session Laws of Colorado 2022, amend section13 4 of chapter 349 as follows:14 Section 4. Appropriation. For the 2022-23 state fiscal year,15 $3,000,000 is appropriated to the department of higher education. This16 appropriation is from the workers, employers, and workforce centers cash17 fund created in section 24-75-231 (2)(a), C.R.S., is of money that18 originates from the general fund, and is based on an assumption that the19 department will require an additional 1.0 FTE in the FY 2022-23 and FY20 2023-24 state fiscal years. To implement this act, the department may use21 1210-2- this appropriation for the student success data system. Any money1 appropriated in this section not expended prior to July 1, 2023, is2 available for expenditure in the 2023-24 state fiscal year THROUGH3 D ECEMBER 31, 2026, for the same purpose.4 SECTION 3. Safety clause. The general assembly finds,5 determines, and declares that this act is necessary for the immediate6 preservation of the public peace, health, or safety or for appropriations for7 the support and maintenance of the departments of the state and state8 institutions.9 1210 -3-
