The bill allows certain judicial offices to sign certifications for contractors to be eligible 
for federal loan forgiveness. Beginning in FY 2024-25, the bill increases state workload.

Summary of Legislation 
The bill allows independent judicial agencies that rely on an independent contractor model of 
legal representation (the Office of the Child’s Representative, the Office of the Respondent 
Parents’ Counsel, and the Office of the Alternate Defense Counsel) to sign a certification for 
contractors to be eligible for federal public service loan forgiveness. 
State Expenditures 
Starting in FY 2024-25, the bill may increase state workload in the offices identified above to 
sign certifications and to share any required information. This work can be accomplished within 
existing resources. 
Effective Date 
This bill was signed into law by the Governor and took effect on May 15, 2024.
