Starting in FY 2024-25, the bill would have minimally impacted state workload. Appropriation Summary: No appropriation was required. Fiscal Note Status: This final fiscal note reflects the introduced bill. This bill was postponed indefinitely by the Senate Judiciary Committee on May 1, 2024; therefore, the impacts identified in this analysis do not take effect. Summary of Legislation Under current law, an inmate participating in the Juveniles and Young Adults Convicted as Adults Program (JYACAP) in the Department of Corrections (DOC) must petition the Governor for early parole, and the Parole Board provides a recommendation to the Governor. The bill removes the Governor from this process, and gives the Parole Board authority to grant parole in these cases. State Expenditures Starting in FY 2024-25, the bill will decrease workload to the Governor’s Office from considering fewer applications for early parole. In addition, Parole Board workload will minimally increase for additional early parole decisions, and DOC costs may decrease or increase if more or fewer individuals are granted early parole under the bill than current law. Overall, any impact to the Governor’s Office and the DOC is assumed to be minimal and no change in appropriation is required.
