The bill establishes a grace period for state agencies to comply with information 
technology accessibility plans. It minimally impacts state workload in FY 2024-25 only.

Fiscal Note 
Status: 
The fiscal note reflects the introduced bill. 
Summary of Legislation 
House Bill 21-1110 required state agencies to implement accessibility plans for their information 
technology systems by July 1, 2024, after which they are liable for discrimination claims. This bill 
extends a one-year grace period from liability if the noncompliant agency creates a progress 
report demonstrating a good-faith effort towards meeting accessibility requirements. 
State Expenditures 
The bill minimally impacts workload and costs in state agencies in FY 2024-25 only. No change 
in appropriations is required. 
Judicial Department. Workload may decrease in trial courts if the bill results in fewer civil 
actions filed against state agencies or if such cases are dismissed. 
All state agencies. Workload may increase in any noncompliant agency to create its progress 
report. To the extent the grace period reduces penalties that would have been paid by state 
agencies, costs will decrease. 
Effective Date 
The bill takes effect upon signature of the Governor, or upon becoming law without his
