Beginning with FY 2024-25, the bill requires an annual General Fund appropriation to 
the Public Utilities Commission for the operations of the Colorado 911 Resource 
Center.

Summary: 
For FY 2024-25, the bill includes an appropriation of $250,000 to the Public Utilities 
Commission in the Department of Regulatory Agencies.

The fiscal note reflects the introduced bill, which is requested by the Legislative 
Oversight Committee Concerning the Treatment of Persons with Behavioral Health 
Disorders in the Criminal and Juvenile Justice Systems.

Summary of Legislation 
Beginning FY 2024-25, the bill requires an annual General Fund appropriation of $250,000 to the 
Public Utilities Commission (PUC) in the Department of Regulatory Agencies. The PUC must 
remit the funds to support the expenses of the Colorado 911 Resource Center. The resource 
center must provide quarterly expenditure reports to the PUC, which must be included in the 
PUC’s annual SMART Act hearing presentation. The center must also conduct annual surveys to 
evaluate efficiency and effectiveness, and summarize this information in each report prepared 
for the PUC.   
Background 
The 911 Resource Center is an independent nonprofit entity created by the PUC to provide 
resources and centralized assistance to local 911 emergency call services throughout the state.  
Current funding for the center is from a 2004 agreement with the PUC requiring 
telecommunications companies to provide $2 million dollars to create and operate the 
nonprofit. 
State Expenditures 
Beginning in FY 2024-25, the bill increases state expenditures by $250,000 per year for payment 
to the Colorado 911 Resource Center from the General Fund. It is assumed that any additional 
administrative workload for DORA and the PUC to remit funding to the resource center will be 
minimal. 
Other Budget Impacts 
General Fund reserve. Under current law, an amount equal to 15 percent of General Fund 
appropriations must be set aside in the General Fund statutory reserve. Based on this fiscal note, 
the bill is expected to increase the amount of General Fund held in reserve by the amounts 
shown in Table 1, decreasing the amount of General Fund available for other purposes. 
Statutory Public Entity  
The resource center will have increased revenue and expenditures of $250,000 per year 
beginning in FY 2024-25.   
Effective Date 
The bill takes effect upon signature of the Governor, or upon becoming law without his 
signature.
