The bill requires youth sports coaches to complete abuse prevention training and 
abide by a code of conduct policy. It increases state workload in FY 2024-25 only and 
local government workload and revenue on an ongoing basis.

Summary of Legislation 
The bill establishes requirements for youth sports organizations, including nonprofit, for-profit, 
and local government organizations. The Department of Law must draft a notice explaining the 
bill’s requirements, to be posted on youth sports organization websites and distributed to 
parents. 
Training and code of conduct. The bill requires that non-profit and for-profit youth sports 
organizations require coaches to complete mandatory reporter training and encourage coaches 
to complete an abuse prevention training.  
Youth sports organizations, including local governments that offer youth sports, must develop a 
prohibited conduct policy for coaches, parents, spectators, and athletes and require coaches to 
comply with the policy. The Colorado Department of Early Childhood (CDEC) must develop a 
model conduct policy, which youth sports organizations may choose to adopt.  
Background checks. Youth sports organizations must require all coaches to complete a criminal 
history record check by a private entity. Organizations must not hire an employee or volunteer if 
the record check shows certain felony convictions, and are immune from civil liability unless the 
organization knowingly uses false information for hiring decisions or acts with reckless 
disregard. Local governments may charge a fee for the background check.   Page 2

State Expenditures 
The bill increases workload for the Department of Early Childhood to provide a model code of 
conduct policy for youth sports organizations, and the Department of Law to draft the notice 
explaining the bill’s requirements. No change in appropriations is required.  
Local Government  
The bill increases workload, and may increase revenue, for local governments that operate youth 
sports activities. Workload includes adopting a prohibited conduct policy, and modifying 
policies to ensure the completion of a background check. Revenue will increase for local 
governments that choose to charge a fee to complete background checks.  
Effective Date 
The bill was signed into law by the Governor on May 17, 2024, and takes effect on 
August 7, 2024, assuming no referendum petition is filed.
