Fiscal Impact: 
No fiscal impact. The bill aligns Medicaid terminology in current law. It does not 
require additional work for state or local agencies.

Status: 
The fiscal note reflects the introduced bill, which is recommended by the Statutory 
Revision Committee. 
Summary of Legislation 
Current law refers to a “recipient,” “client,” or “member” interchangeably when referring to an 
individual who is enrolled in the state medical assistance program (Medicaid). The bill aligns 
terminology to “member” when referring to an individual who is enrolled in Medicaid.  
Assessment of No Fiscal Impact 
The Department of Health Care Policy and Financing currently refers to these individuals as 
“members” in practice and communication. The bill does not require any additional work for the 
agency and is assessed as having no fiscal impact.  
Effective Date 
The bill takes effect 90 days following adjournment of the General Assembly sine die, assuming 
no referendum petition is filed.
