The bill repeals a reporting requirement regarding nondeveloped state property. It 
minimally decreases state workload beginning in FY 2024-25.

Summary: 
No appropriation is required. 
Fiscal Note 
Status: 
The fiscal note reflects the introduced bill, which was recommended by the Capital 
Development Committee. 
Summary of Legislation 
Under current law, each state agency and each state institution of higher education must 
annually submit a list of all nondeveloped real property to the Capital Development Committee. 
The committee and the Department of Local Affairs must provide access to the list on their 
websites. The bill repeals these requirements. Similar information is captured in an inventory of 
unused state-owned property maintained by the Office of the State Architect. 
State Expenditures 
The bill minimally decreases workload for state entities that no long have to submit updates to 
the legislature, and for legislative staff and the Department of Local Affairs that no longer have 
to maintain the lists online. No change in appropriations is required. 
Effective Date 
The bill takes effect 90 days following adjournment of the General Assembly sine die, assuming 
no referendum petition is filed.
