The bill prohibits any annexation of land within tribal boundaries unless the 
annexation is approved by the tribe. The bill may decrease local revenues and 
expenditures beginning in FY 2024-25.

Summary of Legislation 
The bill prohibits a municipality from annexing lands that are within the boundaries of a 
reservation or a federally recognized Indian tribe unless the tribal government issues a 
resolution or ordinance that approves the annexation of the land in question.  
State Expenditures 
The Community Development Office within the Department of Local Affairs will undertake 
additional review of any annexation decisions to ensure that those occurring on or near tribal 
lands are accompanied by an appropriate resolution before proceeding with the land use 
planning. These changes in workload will be minimal; no change in appropriations is required.  
Local Government  
To the extent the bill prevents an unauthorized annexation, local revenues and expenditures will 
decrease for a municipality that was seeking annexation of tribal lands. The exact impacts to 
local municipalities that border tribal lands will depend on their future decisions to annex land.

Effective Date 
The bill takes effect upon signature of the Governor, or upon becoming law without his 
signature, and it applies to all annexations pursued on or after that date.
