ONCERNING THE DESIGNATION OF FEBRUARY 4 AS "MISSING101
P
ERSONS DAY" IN COLORADO.102
WHEREAS, Each year, hundreds of thousands of families are1
faced with what former President Ronald Reagan called "the stark terror2
of a unique tragedy" - a missing family member; and3
WHEREAS, Every 40 seconds, someone goes missing in the4
United States; approximately 2,300 Americans are reported missing every5
day, and there are as many as 90,000 active missing persons cases in the6
United States at any given time; and7
WHEREAS, As of December 31, 2023, the Federal Bureau of8
Investigation reported 96,955 active missing persons cases in the United9
States, with a large portion being juveniles under the age of 21; and10

reasons: They run away or wander and become lost; they disappear under2
circumstances indicating that their disappearance may not have been3
voluntary; or they go missing under suspicious circumstances, indicating4
that they may be in physical danger or the victims of foul play; and5
WHEREAS, In 2002, then-Colorado Governor Bill Owens signed6
House Bill 02-1083, establishing the AMBER (America's Missing:7
Broadcast Emergency Response) Alert program in Colorado. Named after8
nine-year-old Amber Hagerman, who was abducted and killed in Texas9
in 1996, the program ensures that local law enforcement agencies can use10
Colorado's Emergency Alert System to broadcast information to alert11
citizens of missing children; and12
WHEREAS, Since 1996, AMBER Alerts have successfully13
recovered 1,161 children; and14
WHEREAS, According to the National Center for Missing and15
Exploited Children, 359,094 missing child reports were made to law16
enforcement in 2022. The organization currently lists 58 missing children17
from Colorado, from every area of the state. While all disappeared from18
their families when they were children, some have been missing for19
decades; and20
WHEREAS, Too many families grieve, hope, and continue to21
search for missing family members of all ages; and22
WHEREAS, The awareness, support, and efforts of citizens,23
media, and law enforcement related to the search for missing persons24
must continue; and25
WHEREAS, The public plays a critical role in the success of the26
AMBER and other alert programs. As the eyes and ears of law27
enforcement, they can be on the lookout for missing persons; and28
WHEREAS, The common misconception that a person must be29
absent for at least 24 hours before being legally classified as missing is30
dangerous; when there is evidence of violence or of an unusual absence,31
it is critical that an investigation begin promptly; and32
WHEREAS, New advances in technology must be utilized and33

-2- made available to locate the missing; and1
WHEREAS, The state of Colorado is committed to the safety and2
well-being of its citizens, both children and adults; and3
WHEREAS, The designation of Missing Persons Day in Colorado4
firmly embeds the importance of missing persons and their families and5
friends in our state calendar and may help raise awareness in cities and6
states that have not designated a Missing Persons Day; and7
WHEREAS, The designation of Missing Persons Day in Colorado8
offers a platform to plan events that will connect families with resources9
to help identify and find their missing loved ones; and10
WHEREAS, The designation of Missing Persons Day in Colorado11
ensures that the families and friends of the missing know that they are not12
alone in their tragedy, uncertainty, and lack of closure, which lead to13
long-lasting suffering and impacts on the health, finances, and14
relationships of those left behind; and15
WHEREAS, Every missing person is someone's child, parent,16
sibling, partner, or friend, and every missing person deserves to be17
searched for and found; now, therefore,18
Be It Resolved by the Senate of the Seventy-fourth General19
Assembly of the State of Colorado, the House of Representatives20
concurring herein:21
(1) That we, the members of the General Assembly, recognize the22
epidemic of the missing in the United States as what the U.S. Department23
of Justice calls "The Silent Mass Disaster" and empathize with the24
ongoing suffering of the families and friends of those who are missing;25
(2) That we recognize the importance of raising awareness of the26
number of people who go missing in Colorado each year;27
(3) That we applaud the committed efforts of families, law28
enforcement agencies, and concerned citizens who work to locate missing29
persons;30
(4) That we encourage continued support of initiatives and private31
and public programs to increase efforts to locate missing persons;32

-3- (5) That we hereby continue to designate February 4 of each year1
as Missing Persons Day and support the goals and ideals of the day; and2
(6) That we acknowledge the names and the families of the3
