Overview. The bill specifies that nuclear energy is a clean energy source for the renewable energy 
standard.

Summary of Legislation 
The bill adds nuclear energy to the statutory definitions of “clean energy” for the state’s 
renewable energy standard and the Rural Clean Energy Project Finance Program. Nuclear energy 
generated by a public utility is exempted from the definition of “clean energy resource” for 
property valuations made for tax purposes. 
State Expenditures 
The bill increases workload in the Public Utilities Commission to update rules regarding clean 
energy, which can be accomplished within the normal course of commission business. 
Local Government 
If counties receive additional applications and approve additional projects under the Rural Clean 
Energy Project Finance Program, workload will minimally increase. This workload is expected to 
be minimal. 
Effective Date 
The bill takes effect 90 days following adjournment of the General Assembly sine die, assuming 
no referendum petition is filed.
