Summary of Legislation 
Under current law, life care institutions charge a one-time fee for lifetime access to services in a 
residential facility and are regulated by the Department of Regulatory Agencies (DORA). The bill 
allows these institutions to provide limited services in a community setting or in a private 
residence, places disclosure requirements on these service contracts, and specifies when they 
may be canceled and refunded. 
State Expenditures 
DORA currently regulates the six life care institutions that operate in Colorado. Workload will 
increase to regulate their community-based services in accordance with the bill. Given the 
limited number of such life care institutions, the work is expected to be minimal.  
Effective Date 
The bill takes effect 90 days following adjournment of the General Assembly sine die, assuming 
no referendum petition is filed.
