The report must be submitted within 90 days of the final committee meeting of the 2025 interim. Background During the 2025 legislative session, the General Assembly passed Senate Bill 25-199, which suspends the several interim committees for the 2025 interim session, including the Statewide Health Care Review Committee. Suspending these committees resulted in lower General Fund appropriations to the legislative branch for member per diem, travel, and staff. Because SB 25-199 eliminated funding for this committee and HB 25-1226 effectively revives the committee by requiring them to meet during the 2025 interim, the Legislative Department requires an appropriation to support this committee in FY 2025-26. However, as a result of SB 25-199, members of the committee will serve without compensation or reimbursement. State Expenditures The bill increases state expenditures in the Legislative Department by about $10,000 and 0.1 FTE in FY 2025-26 only. The bill also minimally affects workload in the Department of Health Care Policy and Financing (HCPF) and the Department of Regulatory Agencies (DORA). The fiscal note assumes that this bill will cause the committee to meet two times in the FY 2025-26 interim, as expected before SB 25-199. This requires the eliminated appropriation for the committee to be partially restored. In a typical interim, appropriations would also be included to cover the costs of legislator per diem and travel/expenses reimbursement; however, SB 25-199 specifies that members are not entitled to these benefits in the FY 2025-26 interim. As outlined in Table 2, Legislative Council Staff will have costs for 0.1 FTE to assist the committee in its duties, conduct research, and coordinate field trips. Cost for field trips include staff travel expenses and van rentals Other Agency Impacts Workload in HCPF and DORA may increase to assist the committee in studying billing practices and producing the report. This work depends on scope of the study and is expected to be absorbable within existing appropriations. If workload increases materially, expenditures will be addressed through the annual budget process. Effective Date The bill takes effect 90 days following adjournment of the General Assembly sine die, assuming no referendum petition is filed.
