Overview. The bill prohibits peace officers from asking persons if they are aware of the reason they were 
pulled over.

Summary of Legislation 
The bill prohibits peace officers who are making a traffic stop from asking the driver or 
passenger if they know the reason for the traffic stop. The peace officer must inform the driver 
of the reason or reasons for the stop, unless informing the driver would be unreasonable under 
the totality of the circumstances. If a peace officer fails to comply with this law, it is not grounds 
for dismissal of a charge or exclusion of evidence.  
State Expenditures 
Judicial Department 
Any trial court impact from disputing traffic citations is expected to be minimal as a peace 
officer’s failure to comply is not grounds for case dismissal.  
Department of Public Safety 
The Colorado State Patrol will have a minimal workload impact to train officers on the bill’s 
requirements.  
Local Government  
Local law enforcement agencies will have a minimal workload impact to train officers.  
Effective Date 
The bill takes effect upon signature of the Governor, or upon becoming law without his signature.
