Prior to this date, the bill requires interim evaluations on the performance of judges in the 23 rd district to be completed by the 18 th Judicial Performance Commission. Background House Bill 20-1026 created the 23 rd Judicial District effective January 7, 2025. It is comprised of Douglas, Elbert, and Lincoln counties. District commissions evaluate district and county judges. The Office of Judicial Performance Evaluation (OJPE) oversees the judicial performance evaluation system. The office is supported by the Judicial Performance Cash Fund, which is funded by docket fees and covers the costs of surveying attorneys and non-attorneys who have appeared before the judges and justices being evaluated for retention. State Expenditures Beginning mid-FY 2025-26, workload will increase for the OJPE to oversee performance evaluations for the 23 rd Judicial District. While district commissioners are volunteers, they are permitted to claim reimbursement for travel expenses; these costs can be accomplished within existing appropriations. Additionally, workload will minimally increase for the Governor’s Office of Boards and Commissions to make the required appointment under the bill. Effective Date The bill takes effect upon signature of the Governor, or upon becoming law without his signature.
