Summary of Legislation 
The bill updates definitions related to substance abuse in state law regulating electronic 
monitoring of prescription drugs by repealing the definition of “drug abuse” and adding a 
definition of “substance use disorder.” 
Assessment of No Fiscal Impact 
The bill conforms definitions and references from previously passed legislation and will not 
change the revenue or expenditures of any state agency or local government. For this reason, 
the bill is assessed as having no fiscal impact. 
Effective Date 
The bill takes effect 90 days following adjournment of the General Assembly sine die, assuming 
no referendum petition is filed.
