Summary of Legislation 
Currently, healthcare providers who issue a self-pay estimated cost of service cannot charge 
more than 15 percent or $400 over the estimate, whichever is lower, unless there’s an 
emergency or unforeseen circumstance. 
The bill clarifies that the $400 limit only applies to extra charges beyond the estimate and total 
costs are not capped at $400. 
Assessment of No Fiscal Impact 
The technical changes in the bill codify current practice, and will not change the revenue or 
expenditures of any state agency or local government. For this reason, the bill is assessed as 
having no fiscal impact 
Effective Date 
The bill takes effect 90 days following adjournment of the General Assembly sine die, assuming 
no referendum petition is filed.
