Of this amount, $234,488 shall be from the Department of State Cash Fund created in Section 24-21-104 (3)(b), C.R.S., and shal l be transferred into the Federal Elections Assistance 10
Fund created in Section 1-1.5-106 (1)(a), C.R.S., which is continuously appropriated to the Department of State for the impleme ntation of the federal Help America Vote Act of 2002, 11
pursuant to Section 1-1.5-106 (2)(b), C.R.S., and $10,000(I) shall be from the Federal Elections Assistance Fund created in Sec tion 1-1.5-106 (1)(a), C.R.S. which is continuously 12
appropriated to the Department of State for the implementation of the federal Help America Vote Act of 2002 pursuant to Section 1-1.5-106 (2)(b), C.R.S., and is shown for informational 13
purposes only. Appropriations from the Federal Elections Assistance Fund do not constitute fiscal year spending for the purpose s of Section 20 of Article X of the State Constitution. 14

-9- SECTION 2. Safety clause. The general assembly finds,1
determines, and declares that this act is necessary for the immediate2
preservation of the public peace, health, or safety or for appropriations for3
the support and maintenance of the departments of the state and state4
institutions.5
