Fiscal Assessment of L.001 to SB25-124
This memorandum is an assessment of the fiscal impact of the attached proposed amendment
L.001 to SB25-124. This fiscal assessment is for the impact of the bill with inclusion of this
amendment only. Any other added amendment could influence the fiscal impact.
Summary of Proposed Amendment
Amendment L.001 requires the Department of Health Care Policy and Financing (HCPF) to
collect reports from hospitals and publish them online without aggregating the data first. It also
changes the reporting requirements by eliminating the annual report and instead requiring the
Joint Budget Committee (JBC) to request information from HCPF and the Department of
Personnel and Administration on the impacts of the 340B program on state medical assistance
programs.
Fiscal Impact of Amendment
Relative to the fiscal note, Amendment L.001 eliminates costs for 0.5 FTE beginning in
FY 2026-27 for staff to aggregate data and publish a formal annual report. With L.001, HCPF
would be collecting and posting reports from hospitals with minimal analysis. Further, it is
assumed that responding to JBC information requests will take less work than publishing an
annual report. Given that departments currently respond to information requests from the JBC
to assist in the budget development process, it is assumed that any increase in workload can be
accomplished within existing resources.
