Under current law, a licensed manufacturer of spirituous liquor (manufacturer) may conduct tastings of the manufacturer's own spirituous liquors at the manufacturer's licensed premises or at one other approved sales room location. The bill authorizes the manufacturer to also conduct tastings: ! Be it enacted by the General Assembly of the State of Colorado:1 SECTION 1. In Colorado Revised Statutes, 44-3-402, amend2 (7)(a) as follows:3 44-3-402. Manufacturer's license - rules. (7) (a) (I) A4 manufacturer of spirituous liquors licensed pursuant to this section may5 conduct tastings and sell to customers spirituous liquors of its own6 manufacture, AS WELL AS OTHER ALCOHOL BEVERAGES ACQUIRED FROM7 WHOLESALERS LICENSED IN THIS STATE PURSUANT TO SECTION 44-3-407,8 on its THE MANUFACTURER 'S licensed premises and at one UP TO FIVE9 other approved sales room location LOCATIONS at no additional cost. A10 sales room location may be included in the license at the time of the11 original license issuance or by supplemental application. If the licensed12 premises includes multiple noncontiguous locations, the manufacturer13 may operate a sales room on only one UP TO FIVE of those noncontiguous14 locations.15 (II) A manufacturer of spirituous liquors licensed pursuant to this16 section that operates a sales room may purchase and use common alcohol17 modifiers, including vermouth, amaros, and liqueurs, to combine with18 spirituous liquors to produce cocktails for consumption on or off the sales19 room premises. A manufacturer that uses an alcohol modifier pursuant to20 this subsection (7)(a)(II) shall combine the modifier with a spirituous21 liquor. produced by the manufacturer. A manufacturer shall not sell an22 alcohol modifier that has not been combined with a spiritous liquor. The23 state licensing authority may adopt rules necessary to implement and24 administer this subsection (7)(a)(II).25 SB25-132-2- SECTION 2. Act subject to petition - effective date. This act1 takes effect at 12:01 a.m. on the day following the expiration of the2 ninety-day period after final adjournment of the general assembly; except3 that, if a referendum petition is filed pursuant to section 1 (3) of article V4 of the state constitution against this act or an item, section, or part of this5 act within such period, then the act, item, section, or part will not take6 effect unless approved by the people at the general election to be held in7 November 2026 and, in such case, will take effect on the date of the8 official declaration of the vote thereon by the governor.9 SB25-132 -3-
