The bill creates the legislation inside advisory council (council) to identify, examine, and discuss the issues, interests, and needs affecting people who are incarcerated and to formally advise and make recommendations to the general assembly regarding those issues, interests, and needs. Requires the council, in conjunction with the director of the legislative council, to use a request for proposal process to contract with and designate a nonprofit organization to assist the council; ! Establishes membership requirements of the council; ! Outlines the duties of the council, including reporting requirements; ! Requires the council to report during the department of corrections' annual "SMART Act" presentation to the judiciary committees of the senate and house of representatives, beginning in January of 2027; and ! Creates an advisory review committee, consisting of 5 voting legislative members and 5 nonvoting council members to meet no more than 3 times during the interim and recommend no more than 3 bills during each interim. Be it enacted by the General Assembly of the State of Colorado:1 SECTION 1. In Colorado Revised Statutes, add part 24 to article2 2 of title 2 as follows:3 PART 244 LEGISLATION INSIDE ADVISORY COUNCIL5 2-2-2401. Short title. T HE SHORT TITLE OF THIS PART 24 IS THE6 "L EGISLATION INSIDE ADVISORY COUNCIL ACT".7 2-2-2402. Definitions. A S USED IN THIS PART 24, UNLESS THE8 CONTEXT OTHERWISE REQUIRES :9 (1) "C ORRECTIONAL FACILITY" HAS THE SAME MEANING AS SET10 FORTH IN SECTION 17-1-102 (1.7).11 (2) "C OUNCIL" MEANS THE LEGISLATION INSIDE ADVISORY12 COUNCIL CREATED IN SECTION 2-2-2403.13 (3) "D ESIGNATED ORGANIZATION " MEANS THE NONPROFIT14 ORGANIZATION DESIGNATED PURSUANT TO SECTION 2-2-2405.15 (4) "P RIVATE CONTRACT PRISON" HAS THE SAME MEANING AS SET16 FORTH IN SECTION 17-1-102 (7.3).17 155-2- (5) "REVIEW COMMITTEE" MEANS THE LEGISLATION INSIDE1 ADVISORY COUNCIL REVIEW COMMITTEE CREATED IN SECTION 2-2- 2407.2 2-2-2403. Legislation inside advisory council - creation -3 purpose. (1) T HERE IS CREATED IN THE LEGISLATIVE BRANCH THE4 LEGISLATION INSIDE ADVISORY COUNCIL .5 (2) T HE INTENT OF THE LEGISLATION INSIDE ADVISORY COUNCIL IS6 TO PROVIDE PEOPLE WHO ARE INCARCERATED WITH THE OPPORTUNITY TO7 IDENTIFY, EXAMINE, AND DISCUSS THE ISSUES, INTERESTS, AND NEEDS8 THAT DIRECTLY AFFECT THEM AND TO HAVE A RECOGNIZED OPINION ON9 LEGISLATION AND POLICIES THAT AFFECT THEIR LIVES , THEIR FAMILIES'10 LIVES, THEIR COMMUNITIES, AND THE PUBLIC. THEREFORE, THE PURPOSE11 OF THE COUNCIL IS TO IDENTIFY, EXAMINE, AND DISCUSS THE ISSUES,12 INTERESTS, AND NEEDS AFFECTING PEOPLE WHO ARE INCARCERATED AND13 TO FORMALLY ADVISE AND MAKE RECOMME NDATIONS TO THE GENERAL14 ASSEMBLY REGARDING THOSE ISSUES , INTERESTS, AND NEEDS.15 2-2-2404. Membership - selection - terms - repeal. (1) T HE16 COUNCIL CONSISTS OF THE FOLLOWING MEMBERS :17 (a) F OUR NONVOTING LEGISLATIVE MEMBERS , TWO OF WHOM ARE18 MEMBERS OF THE SENATE AND TWO OF WHOM ARE MEMBERS OF THE19 HOUSE OF REPRESENTATIVES; 20 (b) F ORTY VOTING NONLEGISLATIVE MEMBERS , ALL OF WHOM21 MUST BE INCARCERATED IN A CORRECTIONAL FACILITY OR PRIVATE22 CONTRACT PRISON AT THE TIME OF THEIR APPOINTMENT AND FOR THE23 DURATION OF THEIR TERM. THE NONLEGISLATIVE MEMBERSHIP DESCRIBED24 IN THIS SUBSECTION (1)(b) MUST:25 (I) I NCLUDE PEOPLE WHO ARE INCARCERATED IN MEN 'S26 CORRECTIONAL FACILITIES OR PRIVATE CONTRACT PRISONS AND PEOPLE27 155 -3- WHO ARE INCARCERATED IN WOMEN 'S CORRECTIONAL FACILITIES OR1 PRIVATE CONTRACT PRISONS;2 (II) I NCLUDE PEOPLE WHO ARE INCARCERATED IN DIFFERENT3 LEVELS OF SECURITY AT CORRECTIONAL FACILITIES OR PRIVATE CONTRACT4 PRISONS; AND5 (III) T O THE EXTENT PRACTICABLE, REFLECT THE DEMOGRAPHIC6 DIVERSITY OF THE STATE; AND 7 (c) T HE EXECUTIVE DIRECTOR OF THE DEPARTMENT OF 8 CORRECTIONS, OR THE EXECUTIVE DIRECTOR'S DESIGNEE.9 (2) (a) L EGISLATIVE MEMBERS OF THE COUNCIL ARE APPOINTED AS10 FOLLOWS:11 (I) O N OR BEFORE DECEMBER 31, 2025, AND ON OR BEFORE12 D ECEMBER 31 EVERY TWO YEARS THEREAFTER , THE PRESIDENT AND13 MINORITY LEADER OF THE SENATE SHALL EACH APPOINT ONE MEMBER14 FROM THE SENATE; AND15 (II) O N OR BEFORE DECEMBER 31, 2025, AND ON OR BEFORE16 D ECEMBER 31 EVERY TWO YEARS THEREAFTER , THE SPEAKER AND17 MINORITY LEADER OF THE HOUSE OF REPRESENTATIVES SHALL EACH18 APPOINT ONE MEMBER FROM THE HOUSE OF REPRESENTATIVES .19 (b) N ONLEGISLATIVE MEMBERS OF THE COUNCIL ARE APPOINTED20 AS FOLLOWS:21 (I) (A) O N OR BEFORE SEPTEMBER 15, 2025, THE DESIGNATED22 ORGANIZATION SHALL COLLABORATE WITH THE DEPARTMENT OF 23 CORRECTIONS TO ADOPT AN APPLICATION PROCESS FOR INTERESTED AND24 ELIGIBLE PEOPLE TO APPLY FOR APPOINTMENT TO THE COUNCIL ,25 INCLUDING THE CONTENT AND AVAILABILITY OF THE APPLICATION FORM ,26 SELECTION CRITERIA, AND AN APPLICATION REVIEW PROCESS .27 155 -4- (B) ON OR BEFORE OCTOBER 1, 2025, A PERSON WHO MEETS THE1 ELIGIBILITY CRITERIA SET FORTH IN THIS SECTION MAY APPLY TO THE2 DESIGNATED ORGANIZATION FOR APPOINTMENT TO THE COUNCIL . ON OR3 BEFORE DECEMBER 31, 2025, THE DESIGNATED ORGANIZATION SHALL4 APPOINT NONLEGISLATIVE MEMBERS TO THE COUNCIL .5 (C) T HIS SUBSECTION (2)(b)(I) IS REPEALED, EFFECTIVE JULY 1,6 2027.7 (II) (A) O N OR BEFORE APRIL 1, 2026, THE COUNCIL SHALL8 COLLABORATE WITH THE DEPARTMENT OF CORRECTIONS TO ADOPT A9 POLICY CONCERNING COUNCIL TERMS , INCLUDING TERM DURATION; TERM10 LIMITS, IF ANY; AND REMOVAL PROCEEDINGS . BY OCTOBER 1, 2026, THE11 COUNCIL SHALL APPOINT COUNCIL MEMBERSHIP PURSUANT TO THE POLICY .12 T HE COUNCIL MAY AMEND THE POLICY .13 (B) T HE COUNCIL SHALL COLLABORATE WITH THE DEPARTMENT OF 14 CORRECTIONS TO ADOPT AN APPLICATION PROCESS FOR INTERESTED AND15 ELIGIBLE PEOPLE TO APPLY FOR APPOINTMENT TO THE COUNCIL ,16 INCLUDING THE CONTENT AND AVAILABILITY OF THE APPLICATION FORM ,17 SELECTION CRITERIA, AND AN APPLICATION REVIEW PROCESS .18 (C) T HE COUNCIL SHALL COLLABORATE WITH THE DEPARTMENT OF 19 CORRECTIONS TO DEVELOP A POLICY AND PROCESS FOR SHARING20 INFORMATION NECESSARY FOR THE PURPOSES OF THIS PART 24.21 (III) (A) S UBJECT TO AVAILABLE APPROPRIATIONS , LEGISLATIVE22 MEMBERS OF THE COUNCIL MUST BE COMPENSATED FOR COUNCIL MEETING23 ATTENDANCE IN THE SAME MANNER AS PROVIDED IN SECTION 2-2-307 FOR24 LEGISLATIVE MEMBERS ATTENDING MEETINGS DURING THE LEGISLATIVE25 INTERIM. ALL EXPENDITURES INCURRED BY THE COUNCIL MUST BE26 APPROVED BY THE CHAIR OF THE LEGISLATIVE COUNCIL AND PAID FOR BY27 155 -5- VOUCHERS AND WARRANTS DRAWN AS PROVIDED BY LAW FROM MONEY1 ALLOCATED TO THE LEGISLATIVE COUNCIL FOR LEGISLATIVE COMMITTEES2 FROM APPROPRIATIONS MADE BY THE GENERAL ASSEMBLY .3 (B) N ONLEGISLATIVE MEMBERS SERVE WITHOUT COMPENSATION4 BUT MAY BE REIMBURSED FOR EXPENSES DIRECTLY RELATING TO THEIR5 SERVICE ON THE COUNCIL.6 (3) (a) I F A VACANCY OF A LEGISLATIVE MEMBER OCCURS , THE7 APPOINTING AUTHORITY OF THE VACATED SEAT SHALL PROMPTLY APPOINT8 A NEW MEMBER TO COMPLETE THE TERM .9 (b) T HE COUNCIL SHALL ADOPT, AND MAY AMEND, A VACANCY10 POLICY. IF A VACANCY OF A NONLEGISLATIVE MEMBER OCCURS , THE SEAT11 MUST BE APPOINTED PURSUANT TO THE VACANCY POLICY .12 (4) T HE COUNCIL SHALL ADOPT , AND MAY AMEND , WRITTEN13 BYLAWS SETTING FORTH A LEADERSHIP STRUCTURE . THE COUNCIL SHALL14 APPOINT MEMBERS TO SERVE IN ANY LEADERSHIP ROLES AS DESCRIBED IN15 ITS BYLAWS.16 2-2-2405. Duties - meetings - community outreach -17 designation of organization to accept donations - authority to18 contract - legislative intent. (1) THE COUNCIL SHALL:19 (a) I DENTIFY, EXAMINE, AND DISCUSS THE ISSUES, INTERESTS, AND20 NEEDS AFFECTING PEOPLE WHO ARE INCARCERATED ; AND21 (b) M AKE RECOMMENDATIONS FOR LEGISLATION OR ALTERNATIVE22 POLICY SOLUTIONS REGARDING THOSE ISSUES , INTERESTS, AND NEEDS.23 (2) (a) O N OR BEFORE SEPTEMBER 1, 2025, THE COUNCIL SHALL,24 IN CONJUNCTION WITH THE DIRECTOR OF THE LEGISLATIVE COUNCIL , USE25 A REQUEST FOR PROPOSAL PROCESS TO CONTRACT WITH AND DESIGNATE26 A NONPROFIT ORGANIZATION TO PROVIDE STAFFING , ADMINISTRATIVE,27 155 -6- AND OPERATIONAL ASSISTANCE AND TO SERVE AS THE CUSTODIAN OF1 MONEY DONATED TO THE COUNCIL THROUGH THE DESIGNATED2 ORGANIZATION. THE DESIGNATED ORGANIZATION SELECTED FOLLOWING3 THE 2025 REQUEST FOR PROPOSAL PROCESS SHALL , PURSUANT TO ONE OR4 MORE CONTRACTS , PROVIDE THE STAFFING , ADMINISTRATIVE ,5 OPERATIONAL, AND CUSTODIAN SERVICES THROUGH JUNE 30, 2030.6 T HEREAFTER, THE COUNCIL SHALL, IN CONJUNCTION WITH THE DIRECTOR7 OF THE LEGISLATIVE COUNCIL, ON OR BEFORE APRIL 15, 2030, AND ON OR8 BEFORE EVERY SECOND APRIL 15 THEREAFTER, USE A REQUEST FOR9 PROPOSAL PROCESS TO CONTRACT WITH AND DESIGNATE A NONPROFIT10 ORGANIZATION TO PROVIDE STAFFING , ADMINISTRATIVE, OPERATIONAL,11 AND CUSTODIAN SERVICES. THE TERM OF EACH CONTRACT ENTERED INTO12 FOR A TERM COMMENCING ON OR AFTER JULY 1, 2030, IS TWO STATE13 FISCAL YEARS; EXCEPT THAT A CONTRACT MAY BE EXTENDED FOR ONE14 ADDITIONAL TWO-YEAR TERM. IF A CONTRACT IS EXTENDED, THE REQUEST15 FOR PROPOSAL FOR THE NEXT CONTRACT MUST BE ISSUED ON OR BEFORE16 THE APRIL 15 IMMEDIATELY PRECEDING THE EXPIRATION OF THE17 EXTENSION TERM. THE DESIGNATED ORGANIZATION IS AUTHORIZED TO18 EXPEND ANY MONEY IT RECEIVES AS IS NECESSARY TO PROVIDE STAFFING ,19 ADMINISTRATIVE, OPERATIONAL, AND CUSTODIAN SERVICES FOR THE20 COUNCIL. THE DESIGNATED ORGANIZATION AND THE COUNCIL MAY21 SOLICIT AND ACCEPT MONETARY AND IN -KIND GIFTS, GRANTS, AND22 DONATIONS USED TO FURTHER THE COUNCIL 'S DUTIES AND23 RESPONSIBILITIES. ANY MONEY DONATED OR AWARDED TO THE24 DESIGNATED ORGANIZATION FOR THE BENEFIT OF THE COUNCIL IS NOT25 SUBJECT TO APPROPRIATION BY THE GENERAL ASSEMBLY . ANY MONEY26 OBTAINED BY THE COUNCIL OR THE DESIGNATED ORGANIZATION , THAT IS27 155 -7- UNEXPENDED AND UNENCUMBERED AT THE TIME THE COUNCIL IS1 DISSOLVED, MUST BE DISTRIBUTED ACCORDING TO APPROPRIATE FEDERAL2 AND STATE LAWS GOVERNING NONPROFIT ORGANIZATIONS . IF A DIFFERENT3 NONPROFIT OR PRIVATE ORGANIZATION IS SUBSEQUENTLY DESIGNATED AS4 THE CUSTODIAN OF DONATED MONEY , ANY MONEY THAT IS UNEXPENDED5 AND UNENCUMBERED AT THE TIME OF THE CHANGE IN DESIGNATION MUST6 BE PROMPTLY TRANSFERRED BY THE PREVIOUSLY DESIGNATED7 ORGANIZATION TO THE NEWLY DESIGNATED ORGANIZATION .8 (b) T HE COUNCIL AND THE DIRECTOR OF THE LEGISLATIVE COUNCIL 9 SHALL CONSULT WITH THE EXECUTIVE DIRECTOR OF THE DEPARTMENT OF10 CORRECTIONS DURING THE REQUEST FOR PROPOSAL PROCESS PURSUANT11 TO SUBSECTION (2)(a) OF THIS SECTION TO ENSURE THAT DESIGNATED12 ORGANIZATION APPLICANTS SATISFY DEPARTMENT OF CORRECTIONS '13 REQUIREMENTS, INCLUDING REQUIREMENTS FOR THIRD PARTIES THAT14 WORK WITH PEOPLE WHO ARE INCARCERATED .15 (c) THE DESIGNATED ORGANIZATION , ON BEHALF OF THE COUNCIL,16 MAY PROVIDE OR ACCEPT IN -KIND STAFF SUPPORT FROM NONPROFIT17 AGENCIES OR PRIVATE ORGANIZATIONS , INCLUDING ITSELF, OR MAY18 CONTRACT WITH OUTSIDE ENTITIES FOR THE PURPOSE OF PROVIDING STAFF19 SUPPORT TO ASSIST THE COUNCIL IN CONDUCTING ITS DUTIES AND20 RESPONSIBILITIES. ANY STAFF SUPPORT PERSONNEL PROVIDED BY THE21 DESIGNATED ORGANIZATION OR A NONPROFIT AGENCY OR PRIVATE22 ORGANIZATION, EITHER DONATED OR ENGAGED THROUGH A CONTRACT ,23 ARE NOT CONSIDERED EMPLOYEES OF THE COUNCIL OR THE STATE .24 (3) (a) T HE COUNCIL MUST MEET AT LEAST THREE TIMES PER25 MONTH. MEETINGS MAY BE HELD THROUGH THE USE OF AUDIO -VISUAL26 COMMUNICATION TECHNOLOGY .27 155 -8- (b) A LEGISLATIVE MEMBER SHALL ATTEND AT LEAST ONE1 MEETING PER QUARTER.2 (4) T HE COUNCIL MAY DEVELOP RULES AND PROCEDURES TO3 GOVERN ITS ACTIVITIES.4 (5) T HE DESIGNATED ORGANIZATION , ON BEHALF OF THE COUNCIL, 5 SHALL UTILIZE NEWS OUTLETS AND PUBLICATIONS , PUBLIC AWARENESS6 CAMPAIGNS, AND A WEBSITE TO DEVELOP AND MAINTAIN REGULAR7 COMMUNICATION CONCERNING ITS ACTIVITIES WITH THE INCARCERATED8 POPULATION OF THE STATE, THE STATE, AND INTERESTED PARTIES.9 (6) T HE DESIGNATED ORGANIZATION , ON BEHALF OF THE COUNCIL, 10 MAY COLLABORATE WITH ANY PERSON OR ENTITY THAT THE COUNCIL11 DEEMS APPROPRIATE TO ASSIST THE COUNCIL IN PERFORMING ITS DUTIES .12 A STATE OR LOCAL ENTITY THAT IS REQUESTED TO PROVIDE ASSISTANCE13 TO THE COUNCIL IN PERFORMING THE COUNCIL'S DUTIES SHALL ASSIST THE14 COUNCIL TO THE EXTENT THE ASSISTANCE PROVIDED BY THE STATE OR15 LOCAL ENTITY IS CONSISTENT WITH THE STATE 'S OR LOCAL ENTITY'S16 DUTIES AND LAW.17 (7) T HE DESIGNATED ORGANIZATION , ON BEHALF OF THE COUNCIL, 18 IS AUTHORIZED TO CONTRACT WITH THE DESIGNATED ORGANIZATION OR19 OTHER NONPROFIT FOR THE IMPLEMENTATION OF THIS PART 24. ANY20 CONTRACT ENTERED INTO BY THE COUNCIL MUST BE SIGNED BY THE CHAIR21 OF THE REVIEW COMMITTEE AND THE CHAIR OF THE LEGISLATIVE C OUNCIL .22 (8) W ITHIN EXISTING RESOURCES , THE DEPARTMENT OF23 CORRECTIONS SHALL PROVIDE THE COUNCIL OR DESIGNATED24 ORGANIZATION ANY NECESSARY STAFF SUPPORT , MEETING SPACE, AND25 AUDIO-VISUAL COMMUNICATION TECHNOLOGY RESOURCES .26 (9) I T IS THE INTENT OF THE GENERAL ASSEMBLY THAT NO 27 155 -9- GENERAL FUND MONEY BE APPROPRIATED FOR A CONTRACT WITH THE1 DESIGNATED ORGANIZATION FOR THE PERFORMANCE OF ITS DUTIES2 PURSUANT TO THIS PART 24. THE DESIGNATED ORGANIZATION IS SOLELY3 RESPONSIBLE FOR THE COSTS OF PROVIDING THE CONTRACTED SERVICES4 AND PERFORMING ITS DUTIES PURSUANT TO THIS PART 24. THE5 DESIGNATED ORGANIZATION MAY ACCEPT MONETARY OR IN -KIND GIFTS,6 GRANTS, AND DONATIONS TO DEFRAY THE COSTS OF PROVIDING THE7 CONTRACTED SERVICES AND PERFORMING ITS DUTIES PURSUANT TO THIS8 PART 24.9 2-2-2406. Report. (1) B EGINNING JANUARY 2027, AND EACH10 J ANUARY THEREAFTER, THE COUNCIL SHALL REPORT, AT A MINIMUM, THE11 INFORMATION DESCRIBED IN SUBSECTION (2) OF THIS SECTION TO THE12 JUDICIARY COMMITTEES OF THE SENATE AND THE HOUSE OF13 REPRESENTATIVES, OF THEIR SUCCESSOR COMMITTEES , AS PART OF THE14 DEPARTMENT OF CORRECTION 'S "SMART ACT" PRESENTATION REQUIRED15 PURSUANT TO PART 2 OF ARTICLE 7 OF THIS TITLE 2.16 (2) I N ITS REPORT, THE COUNCIL SHALL, AT A MINIMUM, DESCRIBE17 THE:18 (a) I SSUES, INTERESTS, AND NEEDS AFFECTING PEOPLE WHO ARE19 INCARCERATED THAT WERE IDENTIFIED , EXAMINED, AND DISCUSSED BY20 THE COUNCIL IN THE PRECEDING YEAR;21 (b) C OUNCIL'S RECOMMENDATIONS FOR LEGISLATION OR22 ALTERNATIVE POLICY SOLUTIONS REGARDING THOSE ISSUES , INTERESTS,23 AND NEEDS; AND24 (c) R ESULTS FROM THE IMPLEMENTATION OF LEGISLATION OR25 ALTERNATIVE POLICY SOLUTIONS DEVELOPED PURSUANT TO THIS PART 24.26 (3) I N ADDITION TO REPORTING TO THE GENERAL ASSEMBLY , THE27 155 -10- COUNCIL SHALL SUBMIT ITS REPORT TO THE EXECUTIVE DIRECTOR OF THE1 DEPARTMENT OF CORRECTIONS , AND ANY OTHER PERSON OR ENTITY THAT2 THE COUNCIL DEEMS NECESSARY AS AN INTERESTED PARTY .3 (4) N OTWITHSTANDING THE REQUIREMENT IN SECTION 24-1-1364 (11)(a)(I), THE REQUIREMENT TO SUBMIT THE REPORT REQUIRED IN THIS5 SECTION CONTINUES INDEFINITELY.6 2-2-2407. (1) T HERE IS CREATED IN THE LEGISLATIVE BRANCH THE8 LEGISLATION INSIDE ADVISORY COUNCIL REVIEW COMMITTEE TO REVIEW9 THE COUNCIL'S WORK AND TO RECOMMEND LEGISLATION REGARDING10 ISSUES AFFECTING PEOPLE WHO ARE INCARCERATED .11 (2) (a) T HE REVIEW COMMITTEE INCLUDES THE FOLLOWING VOTING12 MEMBERS:13 (I) T HE FOUR LEGISLATIVE MEMBERS OF THE COUNCIL ; AND14 (II) O NE MEMBER OF THE LEGISLATIVE COUNCIL , CREATED IN15 SECTION 2-3-301, APPOINTED BY THE CHAIR OF THE LEGISLATIVE COUNCIL16 ON OR BEFORE APRIL 1, 2026, AND ON OR BEFORE APRIL 1 EACH YEAR17 THEREAFTER.18 (b) T HE REVIEW COMMITTEE INCLUDES FIVE NONVOTING MEMBERS19 OF THE COUNCIL, APPOINTED BY THE COUNCIL.20 (3) I N ODD-NUMBERED YEARS, THE PRESIDENT OF THE SENATE21 SHALL APPOINT THE CHAIR AND THE SPEAKER OF THE HOUSE OF22 REPRESENTATIVES SHALL APPOINT THE VICE -CHAIR OF THE REVIEW23 COMMITTEE. IN EVEN-NUMBERED YEARS, THE SPEAKER SHALL APPOINT24 THE CHAIR AND THE PRESIDENT SHALL APPOINT THE VICE -CHAIR OF THE25 REVIEW COMMITTEE. THE PRESIDENT AND THE SPEAKER SHALL MAKE THE26 APPOINTMENTS ON OR BEFORE APRIL 1, 2026, AND ON OR BEFORE APRIL27 155 -11- 1 OF EACH YEAR THEREAFTER.1 (4) T HE REVIEW COMMITTEE SHALL NOT MEET MORE THAN THREE2 TIMES DURING EACH INTERIM . A MAJORITY OF VOTING MEMBERS3 CONSTITUTES A QUORUM.4 (5) T HE REVIEW COMMITTEE MAY NOT TRAVEL UNLESS5 AUTHORIZED BY THE EXECUTIVE COMMITTEE OF THE LEGISLATIVE6 COUNCIL.7 (6) T HE REVIEW COMMITTEE MAY RECOMMEND UP TO A TOTAL OF8 THREE BILLS DURING EACH INTERIM. LEGISLATION RECOMMENDED BY THE9 REVIEW COMMITTEE IS TREATED AS LEGISLATION RECOMMENDED BY AN10 INTERIM COMMITTEE FOR PURPOSES OF APPLICABLE DEADLINES , BILL11 INTRODUCTION LIMITS, AND ANY OTHER REQUIREMENTS IMPOSED BY THE12 JOINT RULES OF THE GENERAL ASSEMBLY .13 (7) V OTING MEMBERS OF THE REVIEW COMMITTEE ARE ENTITLED14 TO COMPENSATION PURSUANT TO SECTION 2-2-307. SUBJECT TO15 AVAILABLE FUNDS, NONVOTING MEMBERS OF THE REVIEW COMMITTEE16 MAY RECEIVE REIMBURSEMENT FOR EXPENSES .17 (8) T HE LEGISLATIVE COUNCIL STAFF AND THE STAFF OF THE18 OFFICE OF LEGISLATIVE LEGAL SERVICES SHALL ASSIST THE REVIEW19 COMMITTEE IN CARRYING OUT ITS DUTIES PURSUANT TO THIS SECTION .20 SECTION 2. Safety clause. The general assembly finds,21 determines, and declares that this act is necessary for the immediate22 preservation of the public peace, health, or safety or for appropriations for23 the support and maintenance of the departments of the state and state24 institutions.25 155 -12-
