Executive Committee of the Legislative Council. The bill suspends legislative interim committee activities during the 2025 legislative interim (interim). Specifically, the bill: ! Limits the Colorado youth advisory council review committee (committee) to meeting once in the 2025 interim, to receive the report from the youth advisory council (council), prohibits the committee and council from meeting or presenting bills in the 2026 interim, and precludes the council from contracting with a nonprofit organization to provide services for the council in the 2025-26 and 2026-27 fiscal years; ! Prohibits meetings, field trips, and legislative recommendations and reports by, and suspends for one year certain reports required to be submitted to, existing interim committees, including the legislative emergency preparedness, response, and recovery committee; legislative oversight committee for Colorado jail standards; statewide health care review committee; Colorado health insurance exchange oversight committee; opioid and other substance use disorders study committee; legislative oversight committee concerning the treatment of persons with behavioral health disorders in the criminal and juvenile justice systems; pension review commission and pension review subcommittee; legislative oversight committee concerning tax policy; and sales and use tax simplification task force. Be it enacted by the General Assembly of the State of Colorado:1 SECTION 1. In Colorado Revised Statutes, 2-3-303.3, add (3)(e)2 and (3)(f) as follows:3 2-3-303.3. Interim committees - repeal.4 (3) (e) (I) N OTWITHSTANDING ANY PROVISION OF THIS SECTION , THE5 LEGISLATIVE COUNCIL SHALL NOT PRIORITIZE ANY INTERIM COMMITTEES6 OR APPROVE ANY TASK FORCES FOR THE 2025 INTERIM. NOTHING IN THIS7 SUBSECTION (3)(e) PROHIBITS THE EXECUTIVE COMMITTEE OF THE8 LEGISLATIVE COUNCIL, WHETHER BEFORE OR AFTER THE GENERAL9 ASSEMBLY HAS ADJOURNED , FROM APPROVING AN INTERIM COMMITTEE BY10 RESOLUTION FOR THE 2025 INTERIM IN THE MANNER SPECIFIED IN11 SUBSECTION (3)(c) OF THIS SECTION.12 199-2- (II) THIS SUBSECTION (3)(e) IS REPEALED, EFFECTIVE JULY 1, 2026.1 (3) (f) (I) D URING THE 2025 INTERIM, AN INTERIM COMMITTEE 2 SHALL NOT REQUEST MORE THAN FIVE BILLS TO BE DRAFTED AND SHALL3 NOT RECOMMEND MORE THAN THREE BILLS FOR INTRODUCTION IN THE4 2026 REGULAR SESSION. 5 (II) T HIS SUBSECTION (3)(f) IS REPEALED, EFFECTIVE JULY 1, 2026. 6 7 SECTION 2. In Colorado Revised Statutes, 2-2-1305.5, repeal8 (6)(a) as follows:9 2-2-1305.5. Representative Hugh McKean Colorado youth10 advisory council review committee - created. (6) (a) The review11 committee may recommend up to a total of three bills during each12 interim. Legislation recommended by the review committee must be13 treated as legislation recommended by an interim committee for purposes14 of applicable deadlines, bill introduction limits, and any other15 requirements imposed by the joint rules of the general assembly.16 SECTION 3. In Colorado Revised Statutes, 2-3-1503, amend17 (1)(a) as follows:18 2-3-1503. Legislative emergency preparedness, response, and19 recovery committee - creation - membership - duties - repeal.20 (1) (a) (I) There is hereby created a legislative emergency preparedness,21 response, and recovery committee. The legislative committee shall22 develop a plan for the response by, and continuation of operations of, the23 general assembly and the legislative service agencies in the event of an24 emergency epidemic or disaster. The legislative committee shall25 cooperate and coordinate with the division, the department, and the26 GEEERC in developing the plan. The legislative committee shall develop27 199 -3- and submit the plan to the speaker of the house of representatives, the1 president of the senate, the governor, the executive director of the2 department, the director of the division, and the GEEERC no later than3 July 1, 2011. The legislative committee shall meet at least annually to4 review and amend the plan as necessary and shall provide any updated5 plan to the persons or entities specified in this paragraph (a) SUBSECTION6 (1)(a)(I). The legislative committee may recommend legislation7 pertaining to the preparedness, response, and recovery by, and8 continuation of operations of, the general assembly and the legislative9 service agencies in the event of an emergency epidemic or disaster. The10 legislative committee shall provide information to and fully cooperate11 with the division, the department, and the GEEERC in fulfilling its duties12 under PURSUANT TO this section.13 (II) (A) N OTWITHSTANDING SUBSECTION (1)(a)(I) OF THIS14 SECTION, THE COMMITTEE SHALL NOT MEET OR RECOMMEND LEGISLATION15 DURING THE 2025 INTERIM.16 (B) T HIS SUBSECTION (1)(a)(II) IS REPEALED, EFFECTIVE JULY 1,17 2026.18 SECTION 4. In Colorado Revised Statutes, 2-3-1901, amend19 (2)(a); and add (2)(e)(V) as follows:20 2-3-1901. Legislative oversight committee for Colorado jail21 standards - creation - duties - repeal. (2) Duties. (a) (I) The committee22 shall meet no more than four times each year.23 (II) (A) N OTWITHSTANDING SUBSECTION (2)(a)(I) OF THIS24 SECTION, THE COMMITTEE SHALL NOT MEET DURING THE 2025 INTERIM.25 (B) T HIS SUBSECTION (2)(a)(II) IS REPEALED, EFFECTIVE JULY 1,26 2026.27 199 -4- (e) (V) (A) NOTWITHSTANDING SUBSECTION (2)(e)(I) OF THIS1 SECTION, THE COMMITTEE SHALL NOT RECOMMEND LEGISLATION DURING2 THE 2025 INTERIM.3 (B) T HIS SUBSECTION (2)(e)(V) IS REPEALED, EFFECTIVE JULY 1,4 2026.5 SECTION 5. In Colorado Revised Statutes, 10-16-221, add6 (3)(c) as follows:7 10-16-221. Statewide health care review committee - creation8 - membership - duties - repeal. (3) (c) (I) N OTWITHSTANDING9 SUBSECTION (3)(a) OF THIS SECTION, THE COMMITTEE SHALL NOT MEET OR10 TAKE FIELD TRIPS DURING THE 2025 INTERIM.11 (II) T HIS SUBSECTION (3)(c) IS REPEALED, EFFECTIVE JULY 1, 2026.12 SECTION 6. In Colorado Revised Statutes, 10-22-107, add13 (1)(c) and (5)(c) as follows:14 10-22-107. Colorado health insurance exchange oversight15 committee - creation - duties - repeal. (1) (c) (I) N OTWITHSTANDING16 SUBSECTION (1)(a) OF THIS SECTION, THE COMMITTEE SHALL NOT MEET17 DURING THE 2025 INTERIM.18 (II) T HIS SUBSECTION (1)(c) IS REPEALED, EFFECTIVE JULY 1, 2026.19 (5) (c) (I) N OTWITHSTANDING SUBSECTION (5)(a) OF THIS SECTION,20 THE COMMITTEE SHALL NOT REPORT TO THE LEGISLATIVE COUNCIL AND21 SHALL NOT RECOMMEND LEGISLATION DURING THE 2025 INTERIM.22 (II) T HIS SUBSECTION (5)(c) IS REPEALED, EFFECTIVE JULY 1, 2026.23 SECTION 7. In Colorado Revised Statutes, 10-22.3-101, amend24 (3) as follows:25 10-22.3-101. Opioid and other substance use disorders study26 committee - creation - members - purposes - repeal. (3) (a) The27 199 -5- committee may meet up to six times per interim in the 2023 and 20251 interims INTERIM. The committee may recommend up to a total of five2 bills during each interim. Legislation recommended by the committee3 must be treated as legislation recommended by an interim committee for4 purposes of applicable deadlines, bill introduction limits, and any other5 requirements imposed by the joint rules of the general assembly.6 (b) By December 1, 2023, and December 1, 2025, the committee7 shall make a report and a final report, respectively, to the legislative8 council created in section 2-3-301 that may include recommendations for9 legislation.10 11 SECTION 8. In Colorado Revised Statutes, 24-51.1-101, add (7)12 as follows:13 24-51.1-101. Pension review commission - repeal.14 (7) (a) N OTWITHSTANDING ANY PROVISION OF THIS SECTION , THE15 COMMISSION AND THE SUBCOMMITTEE SHALL NOT MEET DURING THE 202516 INTERIM AND LEGISLATIVE MEMBERS OF THE SUBCOMMITTEE ARE NOT17 REQUIRED TO ATTEND THE MEETINGS AND HEARINGS SPECIFIED IN18 SUBSECTION (5) OF THIS SECTION DURING THE 2025 INTERIM. IF A19 LEGISLATIVE MEMBER OF THE SUBCOMMITTEE ATTENDS A MEETING OR20 HEARING SPECIFIED IN SUBSECTION (5) OF THIS SECTION DURING THE 202521 INTERIM, THE LEGISLATIVE MEMBER IS NOT ENTITLED TO PER DIEM22 COMPENSATION. THE SUBCOMMITTEE IS NOT REQUIRED TO COMPLY WITH23 THE REVIEW AND REPORTING REQUIREMENTS SET FORTH IN SUBSECTION24 (4) OF THIS SECTION DURING THE 2025 INTERIM.25 (b) T HIS SUBSECTION (7) IS REPEALED, EFFECTIVE JULY 1, 2026.26 SECTION 9. In Colorado Revised Statutes, 39-21-403, amend27 199 -6- (2)(a)(I), (2)(d), and (2)(e) as follows:1 39-21-403. Legislative oversight committee concerning tax2 policy - creation - duties - report -repeal. (2) Duties. (a) (I) (A) The3 committee shall meet at least four times each year and at such other times4 as it deems necessary.5 (B) N OTWITHSTANDING SUBSECTION (2)(a)(I)(A) OF THIS SECTION,6 THE COMMITTEE SHALL NOT M EET DURING THE 2025 INTERIM. THIS7 SUBSECTION (2)(a)(I)(B) IS REPEALED, EFFECTIVE JULY 1, 2026.8 (d) (I) The committee may recommend legislative changes that are9 treated as bills recommended by an interim legislative committee for10 purposes of any introduction deadlines or bill limitations imposed by the11 joint rules of the general assembly.12 (II) (A) N OTWITHSTANDING SUBSECTION (2)(d)(I) OF THIS13 SECTION, THE COMMITTEE SHALL NOT RECOMMEND LEGISLATION DURING14 THE 2025 INTERIM.15 (B) T HIS SUBSECTION (2)(d)(II) IS REPEALED, EFFECTIVE JULY 1,16 2026.17 (e) (I) On or before January 1 of each year, the committee shall18 submit, and make publicly available on its website, a report to the general19 assembly. The annual report must briefly summarize the study issues,20 recommendations considered, and any actions taken by the committee and21 the task force during the previous year. The report must comply with the22 provisions of section 24-1-136 (9). Notwithstanding section 24-1-13623 (11)(a)(I), the requirement in this section to report to the general assembly24 continues indefinitely.25 (II) (A) T HE COMMITTEE SHALL NOT SUBMIT A REPORT ON OR26 BEFORE JANUARY 1, 2026.27 199 -7- (B) THIS SUBSECTION (2)(e)(II) IS REPEALED EFFECTIVE, JULY 1,1 2026.2 SECTION 10. In Colorado Revised Statutes, 39-26-802, amend3 (3) and (5) as follows:4 39-26-802. Sales and use tax simplification task force -5 creation - definitions - repeal. (3) (a) Starting in 2021, the task force6 shall meet at least eight times, with the first meeting occurring no later7 than July 16, 2021. Task force meetings shall be open to the public, and8 the task force shall solicit the testimony of the members of the public.9 (b) (I) N OTWITHSTANDING SUBSECTION (3)(a) OF THIS SECTION,10 THE TASK FORCE SHALL NOT MEET DURING THE 2025 INTERIM.11 (II) T HIS SUBSECTION (3)(b) IS REPEALED, EFFECTIVE JULY 1, 2026.12 (5) (a) No later than November 1, 2021, and no later than each13 November 1 thereafter, the task force shall make a report to the legislative14 council created in section 2-3-301 that may or may not include15 recommendations for legislation.16 (b) (I) N OTWITHSTANDING SUBSECTION (5)(a) OF THIS SECTION,17 THE TASK FORCE SHALL NOT MAKE A REPORT FOR THE 2025 INTERIM.18 (II) T HIS SUBSECTION (5)(b) IS REPEALED, EFFECTIVE JULY 1, 2026.19 SECTION 11. In Colorado Revised Statutes, 2-2-307, add (3)(d) 20 as follows:21 2-2-307. Compensation of members - reimbursement of22 expenses - definition - repeal. (3) (d) N OTWITHSTANDING THIS SECTION 23 OR ANY OTHER PROVISION OF LAW, A MEMBER OF THE GENERAL ASSEMBLY24 WHO IS APPOINTED TO A STATUTORILY CREATED INTERIM COMMITTEE IS25 NOT ENTITLED DURING THE 2025 INTERIM TO PER DIEM AND TRAVEL26 EXPENSES FOR ATTENDANCE AT A MEETING OF THE INTERIM COMMITTEE27 199 -8- DURING THE 2025 INTERIM, EXCEPT FOR ATTENDANCE AT A M EETING OF1 THE WILDFIRE MATTERS REVIEW COMMITTEE CREATED PURSUANT TO2 SECTION 2-3-1602, THE WATER RESOURCES AND AGRICULTURE REVIEW3 COMMITTEE CREATED PURSUANT TO SECTION 37-98-102, AND THE4 TRANSPORTATION LEGISLATION RE VIEW COMMITTEE CREATED PURSUANT5 TO SECTION 43-2-145.6 SECTION 12. In Colorado Revised Statutes, 2-3-1302, add (3)7 as follows:8 2-3-1302. Capital development committee established. (3) T HE 9 CAPITAL DEVELOPMENT COMMITTEE SHALL NOT TRAVEL OR TAKE FIELD10 TRIPS DURING THE 2025 INTERIM.11 SECTION 13. Appropriation - adjustments to 2025 legislative12 appropriation bill. (1) To implement this act, the total and general fund13 appropriations made to the legislative department in Senate Bill 25-18814 for the 2025-26 state fiscal year are decreased by $267,807 as follows:15 (a) The total and general fund appropriations for use by the general16 assembly are decreased by $17,424;17 (b) The total and general fund appropriations for use by the18 legislative council are decreased by $137,042, and the related FTE is19 decreased by 1.9 FTE; and20 (c) The general fund appropriation for use by the committee on21 legal services is decreased by $113,341, and the related FTE is decreased22 by 1.5 FTE. 23 SECTION 14. Safety clause. The general assembly finds,24 determines, and declares that this act is necessary for the immediate25 preservation of the public peace, health, or safety or for appropriations for26 199 -9- the support and maintenance of the departments of the state and state1 institutions.2 199 -10-
