Executive Committee of the Legislative Council. The bill
suspends legislative interim committee activities during the 2025
legislative interim (interim). Specifically, the bill:
! Prohibits the legislative council of the general assembly
from prioritizing any requests for interim committees,
including task forces, for the interim;

SECTION 1. In Colorado Revised Statutes, 2-3-303.3, add (3)(e)2
and (3)(f)

SECTION 2. In Colorado Revised Statutes, 2-2-1303, amend8
(2)(a)(III)(A) as follows:9
2-2-1303.  Membership - selection - terms.10
(2) (a)  Nonlegislative council members shall be appointed as follows:11
(III) (A) On or before August 31 of each year, EXCEPT FOR12
AUGUST 31, 2025, the council members shall approve subsequent13
appointments to the council. A youth who meets the criteria set forth in14
subsection (1) of this section may apply to the council to be considered15
for participation in the council.16
SECTION 3. In Colorado Revised Statutes, 2-2-1304, amend17
(2)(b) and (4)(a) as follows:18
2-2-1304. Duties - meetings - community outreach -19
designation of organization to accept donations - authority to20
contract - repeal. (2) (b) (I) The council shall meet at least four times21
each year, with two meetings occurring during the regular legislative22
session and two meetings occurring after the regular legislative session23
has concluded. Council members may attend and participate in council24
meetings remotely, but at least two of the council's meetings each year25
must be held in person, with all attending members at the same physical26
location. Additional meetings may be held at the discretion of council27

-3- leadership, subject to available money.1
(II) (A) NOTWITHSTANDING SUBSECTION (2)(b)(I) OF THIS2
SECTION, THE COUNCIL SHALL MEET ONLY ONCE AFTER THE 2025 REGULAR3
LEGISLATIVE SESSION, IN JULY 2025, AND THE COUNCIL SHALL NOT MEET4
AT ANY TIME IN THE 2026 CALENDAR YEAR.5
(B) THIS SUBSECTION (2)(b)(II) IS REPEALED, EFFECTIVE JULY 1,6
2027.7
(4) (a) (I)  On or before September 1, 2013, and every third8
September 1 thereafter through September 1, 2019, the council shall, in9
conjunction with the director of the legislative council, use a request for10
proposal process to contract with and designate one or more nonprofit11
organizations to provide staffing and operational assistance and to serve12
as the custodian of money donated to the council through the designated13
organization. The contractor selected following the 2019 request for14
proposal process shall, pursuant to one or more contracts, provide such15
staffing, operational, and custodian services through June 30, 2023.16
Thereafter, the council shall, in conjunction with the director of the17
legislative council, on or before April 30, 2023, and, except as otherwise18
provided in this subsection (4)(a), on or before every second April 1519
thereafter, use a request for proposal process to contract with and20
designate one or more nonprofit organizations to provide such staffing,21
operational, and custodian services. The term of each contract entered22
into for a term commencing on or after July 1, 2023, is two state fiscal23
years; except that any such contract may be extended for one additional24
two-year term. If a contract is extended, the request for proposal for the25
next contract must be issued on or before the April 15 immediately26
preceding the expiration of the extension term. The designated27

-4- organization shall not be the custodian of any money appropriated by the1
state and credited to the fund created in section 2-2-1306. The designated2
organization is authorized to expend any money it receives as is necessary3
for the operation of the council and may solicit and accept monetary and4
in-kind gifts, grants, and donations used to further the council's duties and5
responsibilities. Any money donated or awarded to the designated6
organization for the benefit of the council is not subject to appropriation7
by the general assembly. Any money obtained by the council or the8
designated organization and THAT IS not in the fund AND that is9
unexpended and unencumbered at the time the council is dissolved shall10
be distributed according to appropriate federal and state laws governing11
nonprofit organizations. If a different nonprofit or private organization is12
subsequently designated as the custodian of donated money in accordance13
with this paragraph (a) SUBSECTION (4)(a)(I), any money that is14
unexpended and unencumbered at the time of the change in designation15
shall be promptly transferred by the previously designated organization16
to the newly designated organization.17
(II)  NOTWITHSTANDING SUBSECTION (4)(a)(I) OF THIS SECTION:18
(A) THE COUNCIL AND DIRECTOR OF THE LEGISLATIVE COUNCIL19
SHALL NEITHER CONTRACT WITH NOR DESIGNATE ONE OR MORE20
NONPROFIT ORGANIZATIONS TO PROVIDE STAFFING, OPERATIONAL, AND21
CUSTODIAN SERVICES FOR THE PERIOD BEGINNING ON JULY 1, 2025, AND22
ENDING ON JUNE 30, 2027; AND23
(B) THE CONTRACT THAT TERMINATES ON JULY 1, 2025, IS24
EXTENDED FOR ONE MONTH TO ALLOW THE COUNCIL THE OPPORTUNITY TO25
PRESENT ITS REPORT TO THE REVIEW COMMITTEE IN JULY 2025. THE26
CONTRACT TERMINATES ON AUGUST 1, 2025.27

(III) THIS SUBSECTION (5)(c) IS REPEALED, EFFECTIVE JULY 1,13

(6) (c) (I)  NOTWITHSTANDING SUBSECTION (6)(a) OF THIS SECTION,15
THE REVIEW COMMITTEE SHALL NOT RECOMMEND LEGISLATION DURING16
THE 2025 OR 2026 INTERIM.17
(II)  THIS SUBSECTION (6)(c) IS REPEALED, EFFECTIVE JULY 1, 2027.18
SECTION 5. In Colorado Revised Statutes, 25-1.5-111, amend19
(2)(a)(XI) as follows:20
25-1.5-111.  Suicide prevention commission - created -21
responsibilities - gifts, grants, or donations - reimbursement for22
expenses - definition - repeal. (2) (a) The executive director of the23
department shall appoint to the commission no more than twenty-two24
members, including:25
(XI) A representative from the Colorado youth advisory council,26

2-3-1503.  Legislative emergency preparedness, response, and3
recovery committee - creation - membership - duties - repeal.4
(1) (a) (I)  There is hereby created a legislative emergency preparedness,5
response, and recovery committee. The legislative committee shall6
develop a plan for the response by, and continuation of operations of, the7
general assembly and the legislative service agencies in the event of an8
emergency epidemic or disaster. The legislative committee shall9
cooperate and coordinate with the division, the department, and the10
GEEERC in developing the plan. The legislative committee shall develop11
and submit the plan to the speaker of the house of representatives, the12
president of the senate, the governor, the executive director of the13
department, the director of the division, and the GEEERC no later than14
July 1, 2011. The legislative committee shall meet at least annually to15
review and amend the plan as necessary and shall provide any updated16
plan to the persons or entities specified in this paragraph (a) SUBSECTION17
(1)(a)(I). The legislative committee may recommend legislation18
pertaining to the preparedness, response, and recovery by, and19
continuation of operations of, the general assembly and the legislative20
service agencies in the event of an emergency epidemic or disaster. The21
legislative committee shall provide information to and fully cooperate22
with the division, the department, and the GEEERC in fulfilling its duties23
under PURSUANT TO this section.24

10. In Colorado Revised Statutes, 10-22.3-101,8
amend (3) as follows:9
10-22.3-101.  Opioid and other substance use disorders study10
committee - creation - members - purposes - repeal. (3) (a)  The11
committee may meet up to six times per interim in the 2023 and 202512
interims INTERIM. The committee may recommend up to a total of five13
bills during each interim. Legislation recommended by the committee14
must be treated as legislation recommended by an interim committee for15
purposes of applicable deadlines, bill introduction limits, and any other16
requirements imposed by the joint rules of the general assembly.17
(b)  By December 1, 2023, and December 1, 2025, the committee18
shall make a report and a final report, respectively, to the legislative19
council created in section 2-3-301 that may include recommendations for20
legislation.21

policy - creation - duties - report -repeal. (2)  Duties. (a) (I) (A)  The14
committee shall meet at least four times each year and at such other times15
as it deems necessary.16

THE COMMITTEE SHALL NOT MEET DURING THE 2025 INTERIM. THIS18
SUBSECTION (2)(a)(I)(B) IS REPEALED, EFFECTIVE JULY 1, 2026.19
(d) (I)  The committee may recommend legislative changes that are20
treated as bills recommended by an interim legislative committee for21
purposes of any introduction deadlines or bill limitations imposed by the22
joint rules of the general assembly.23

(e) (I)  On or before January 1 of each year, the committee shall2
submit, and make publicly available on its website, a report to the general3
assembly. The annual report must briefly summarize the study issues,4
recommendations considered, and any actions taken by the committee and5
the task force during the previous year. The report must comply with the6
provisions of section 24-1-136 (9). Notwithstanding section 24-1-1367
(11)(a)(I), the requirement in this section to report to the general assembly8
continues indefinitely.9

13. In Colorado Revised Statutes, 39-26-802, amend14

39-26-802.  Sales and use tax simplification task force -16
creation - definitions - repeal. (3) (a)  Starting in 2021, the task force17
shall meet at least eight times, with the first meeting occurring no later18
than July 16, 2021. Task force meetings shall be open to the public, and19
the task force shall solicit the testimony of the members of the public.20

TRIPS DURING THE 2025 INTERIM.22
SECTION 16. Appropriation - adjustments to 2025 legislative23
appropriation bill. (1)  To implement this act, the total and general fund24
appropriations made to the legislative department in Senate Bill 25-18825
for the 2025-26 state fiscal year are decreased by 292,488 as follows:26
(a) The total and general fund appropriations for use by the general27

-12- assembly are decreased by $71,948;1
(b)  The total and general fund appropriations for use by the2
legislative council are decreased by 124,294 and the related FTE is3
decreased by 1.6 FTE; and4
(c)  The general fund appropriation for use by the committee on5
legal services is decreased by $96,246, and the related FTE is decreased6
by 1.3 FTE. 7
SECTION 17. Safety clause. The general assembly finds,8
determines, and declares that this act is necessary for the immediate9
preservation of the public peace, health, or safety or for appropriations for10
the support and maintenance of the departments of the state and state11
institutions.12
