Joint Budget Committee. The bill requires the state treasurer, on
July 1, 2025, to transfer $842,346 from the general fund to the broadband
infrastructure cash fund (fund). Current law lists the correctional facilities
where the money in the fund may be used to install broadband
infrastructure. The bill adds the Colorado territorial correctional facility

Be it enacted by the General Assembly of the State of Colorado:1
SECTION 1. In Colorado Revised Statutes, 17-1-168, amend2
(3)(d) and (3)(e); and add (1)(c) and (3)(f) as follows:3
17-1-168. Broadband infrastructure cash fund - created -4
repeal. (1) (c) O
N JULY 1, 2025, THE STATE TREASURER SHALL TRANSFER5
EIGHT HUNDRED FORTY -TWO THOUSAND THREE HUNDRED FORTY -SIX6
DOLLARS FROM THE GENERAL FUND TO THE FUND .7
(3) Subject to annual appropriation by the general assembly, the8
department may expend money from the fund to install broadband9
infrastructure at the following correctional facilities:10
(d) Buena Vista correctional complex; and
11
(e) San Carlos correctional facility;

OLORADO TERRITORIAL CORRECTIONAL FACILITY .13
SECTION 2. Appropriation. For the 2025-26 state fiscal year,14
$842,346 is appropriated to the department of corrections for use by15
institutions. This appropriation is from the broadband infrastructure cash16
fund created in section 17-1-168 (1)(a), C.R.S. To implement this act, the17
institutions may use this appropriation for broadband installation.18
SECTION 3. Safety clause. The general assembly finds,19
determines, and declares that this act is necessary for the immediate20
preservation of the public peace, health, or safety or for appropriations for21
the support and maintenance of the departments of the state and state22
institutions.23
