Joint Budget Committee. The bill exempts 2024-25 state fiscal
year supplemental appropriations for student financial aid from annual
appropriation requirements for student financial assistance.

SECTION 1. In Colorado Revised Statutes, 23-3.3-103, add (23)2
as follows:3

UBSECTION (1) OF THIS SECTION, CONCERNING APPROPRIATIONS5
FOR STUDENT FINANCIAL ASSISTANCE DESCRIBED IN THIS ARTICLE 3.3,6

FINANCIAL AID ENACTED DURING THE 2025 LEGISLATIVE SESSION FOR THE8

HIS SUBSECTION (23) IS REPEALED, EFFECTIVE JULY 1, 2028.10
SECTION 2. Safety clause. The general assembly finds,11
determines, and declares that this act is necessary for the immediate12
preservation of the public peace, health, or safety or for appropriations for13
the support and maintenance of the departments of the state and state14
institutions.15
