Summary Information 
Overview. The bill repeals the Rural Behavioral Health Voucher Program.

Summary of Legislation 
This bill repeals the Rural Behavioral Health Voucher Program created by Senate Bill 21-137 The 
program distributes $50,000 annually in vouchers to nonprofit contractors offering behavioral 
health services. House Bill 22-1278 placed the program under the Behavioral Health 
Administration (BHA). 
State Expenditures 
By repealing the voucher program, the bill reduces expenditures in the BHA by $50,000 annually 
starting in FY 2025-26. 
Effective Date 
The bill takes effect upon signature of the Governor, or upon becoming law without his 
signature. 
State Appropriations 
For FY 2025-26, the bill requires and includes a reduction of $50,000 in General Fund 
appropriations to the Behavioral Health Administration.
