Joint Budget Committee. In current law, there is a gray and black market marijuana enforcement grant program (program) that awards law enforcement grants related to marijuana enforcement. The bill prohibits the program from awarding grants in fiscal year 2025-26. The bill repeals the program on June 30, 2026. Be it enacted by the General Assembly of the State of Colorado:1 SECTION 1. In Colorado Revised Statutes, 24-32-119, amend2 (1)(a); and add (6) as follows:3 24-32-119. Gray and black market marijuana enforcement4 grant program - report - definition - repeal. (1) (a) The gray and black5 market marijuana enforcement grant program is created in the division.6 The division shall award grants to local law enforcement agencies and7 district attorneys to cover, in part or in full, investigation and prosecution8 costs associated with unlicensed marijuana cultivation or distribution9 operations conducted in violation of state law. T HE DIVISION SHALL NOT10 AWARD GRANTS FOR FISCAL YEAR 2025-26.11 (6) T HIS SECTION IS REPEALED, EFFECTIVE JUNE 30, 2026.12 SECTION 2. Safety clause. The general assembly finds,13 determines, and declares that this act is necessary for the immediate14 preservation of the public peace, health, or safety or for appropriations for15 the support and maintenance of the departments of the state and state16 institutions.17 SB25-246-2-
