Joint Budget Committee. On July 1, 2025, and on July 1 of each
year thereafter through July 1, 2034, the bill requires the state treasurer
to transfer $15 million from the local government severance tax fund to
the public safety communications trust fund (trust fund). The money in
the trust fund is required to be used to support the digital trunked radio

Be it enacted by the General Assembly of the State of Colorado:1
SECTION 1. In Colorado Revised Statutes, 39-29-110, add (10)2
as follows:3
39-29-110. Local government severance tax fund - creation -4
administration - definitions - repeal. (10) (a) N
OTWITHSTANDING ANY5
PROVISION OF THIS SECTION TO THE CONTRARY , ON JULY 1, 2025, AND ON6

ULY 1 OF EACH YEAR THEREAFTER THROUGH JULY 1, 2034, THE STATE7
TREASURER SHALL TRANSFER FIFTEEN MILLION DOLLARS FROM THE LOCAL8
GOVERNMENT SEVERANCE TAX FUND TO THE PUBLIC SAFETY9
COMMUNICATIONS TRUST FUND CREATED IN SECTION 24-33.5-2510 (1).10

HIS SUBSECTION (10) IS REPEALED, EFFECTIVE JULY 1, 2035.11
SECTION 2. In Colorado Revised Statutes, 24-33.5-2510, add12
(3)(a)(IV) as follows:13

HE DEPARTMENT SHALL USE THE MONEY15
TRANSFERRED TO THE FUND PURSUANT TO SECTION 39-29-110 (10)(a) TO16
SUPPORT THE DIGITAL TRUNKED RADIO SYSTEM , INCLUDING SITE17
SUPPORTING INFRASTRUCTURE AND SUPPORTING SOFTWARE AND18
HARDWARE.19
SECTION 3. Safety clause. The general assembly finds,20
determines, and declares that this act is necessary for the immediate21
preservation of the public peace, health, or safety or for appropriations for22
the support and maintenance of the departments of the state and state23
institutions.24
