State Transfers The unexpended and unencumbered year-end balance of the License Plate Cash Fund is projected to be between $9 million and $10 million. The fiscal note utilizes the low end of this estimate. On June 30, 2025, the estimated transfer from the License Plate Cash Fund is $7.2 million, of which: $3.6 million is transferred to the General Fund; and $3.6 million is transferred to the Colorado DRIVES vehicle services account in the Highway Users Tax Fund. Effective Date The bill takes effect upon signature of the Governor, or upon becoming law without his signature.
