AN ACT CONCERNING THE USE OF GENERAL FUND SURPLUSES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 4-30a of the general statutes be amended to prohibit the use of General Fund surpluses to fund new recurring expenditures. 

Statement of Purpose: 

To prevent one-time surpluses from being used to fund new recurring expenditures which will only increase the state's ongoing financial obligations and future debt.
