Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Subsection (c) of section 10a-34 of the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2010): (c) [No] Except as provided in this subsection, no person, school, board, association or corporation shall confer any degree unless authorized by act of the General Assembly. No application for authority to confer any such degree shall be approved by the General Assembly or any committee thereof, nor shall any such authority be included in any charter of incorporation until such application has been evaluated and approved by the Board of Governors of Higher Education in accordance with regulations established by said board. New and revised academic programs proposed by a nonprofit independent institution of higher education, authorized pursuant to this section, shall not be subject to approval by the board.
