Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) The Secretary of the State shall review the Model Notary Act of 2010, developed by the National Notary Association, and make any updates, as determined to be necessary by the Secretary, to the notary public manual published by said Secretary. The Secretary shall consider possible revisions to said manual that would limit (1) the discretion that a notary exercises to determine whether to notarize a document, and (2) an employer's ability to restrict a notary's notarization of matters not related to the employer's business during such notary's hours of employment by such employer. Not later than July 1, 2010, in accordance with the provisions of section 11-4a of the general statutes, the Secretary shall report to the joint standing committee of the General Assembly having cognizance of matters relating to government administration on any such revisions to the manual, and recommendations, if any, concerning legislation to implement provisions of said model act. For purposes of this section, "notary public" and "notary" means "notary public" and "notary", as defined in section 3-94a of the general statutes.
