AN ACT CONCERNING ENVIRONMENTAL IMPACT EVALUATIONS FOR A DEVELOPMENT PROJECT LOCATED AT A STATE-OWNED AIRPORT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) With respect to a development project that: (1) Is located at a state-owned airport managed by the Bureau of Aviation and Ports within the Department of Transportation; (2) includes the construction of a new aircraft hanger, ramps, parking for motor vehicles, terminal space and related office space; and (3) is being financed by a third party, the department, on or after January 1, 2009, may delegate the responsibility for the preparation of any environmental impact evaluation, pursuant to section 22a-1b of the general statutes, to an independent contractor retained by such third party. Any such environmental impact evaluation shall be independently evaluated by the department and shall be subject to all other review and comment required pursuant to the provisions of part I of chapter 439 of the general statutes.

Statement of Purpose: 

To authorize, on or after January 1, 2009, the preparation of certain environmental impact evaluations, for an airport development project, by an independent contractor retained by a third party financing such development project.
