AN ACT AUTHORIZING THE SALE, VIA INTERNET AUCTION, OF LICENSE PLATES ISSUED BY THE DEPARTMENT OF MOTOR VEHICLES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to provide that all currently issued license plates shall be classified as the personal property of the person to whom the Department of Motor Vehicles issued such license plate; that each such license plate shall be assigned a value of $1,000 and there shall be assessed a tax of $12/thousand on each license plate; that any license plate owner shall be entitled to exempt such license plate from taxation by executing a waiver form; that there shall be a monthly lottery cash prize with eligible winners being each license plate owner who has not opted out of the program; that each license plate holder who has been involved in the program for at least twelve months can sell such license plate by way of an Internet auction site established for that purpose; that sales tax shall be assessed on the sale of the license plate and the sales price shall become the new assessed value of the license plate.

Statement of Purpose: 

To permit a registered license plate holder to sell a plate through an Internet auction site and to create voluntary tax revenue for Connecticut and its municipalities through the levy of local property tax on each license plate and through a tax levy on the sale of any plate.
