AN ACT CONCERNING LIMITS ON SANCTIONS UNDER THE TEMPORARY ASSISTANCE FOR NEEDY FAMILIES PROGRAM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 17b of the general statutes be amended to (1) prohibit the Department of Social Services from withholding all family benefits under the temporary assistance for needy families program as a sanction for noncompliance with program requirements, (2) limit sanctions under the temporary assistance for needy families program to withholding of the parent's share of the cash benefit for a thirty-day period or until the parent indicates a willingness to comply with program requirements, and (3) require review by the Department of Social Services prior to withholding or terminating benefits under the temporary assistance for needy families program. 

Statement of Purpose: 

To eliminate termination of family benefits under the temporary assistance for needy families program if only one member of the family is in noncompliance with program requirements and to provide for review by the Department of Social Services prior to withholding or termination of benefits.
