AN ACT REQUIRING THE STATE TO PAY THE FULL COST OF EDUCATION FOR MUNICIPALITIES AND THE ELIMINATION OF ALL OTHER STATE AID TO MUNICIPALITIES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to require the state to be responsible for the entire cost of education for municipalities and to eliminate all other state grants and aid to municipalities.
Statement of Purpose:
To require the state to pay for the entire cost of education and to eliminate all other state grants and aid to municipalities so that all other municipal expenditures will be financed by local municipalities principally through the local property tax and other revenue derived from existing local taxes, federal funds and fees.
