AN ACT CONCERNING THE LICENSING AND RECORD KEEPING OF PAWNBROKERS AND PRECIOUS METAL AND STONE DEALERS, THE RETENTION OF CERTAIN GOODS AND CERTAIN FEES CHARGED BY PAWNBROKERS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That chapter 409 of the general statutes be amended to (1) specify that failure to comply with requirements for licensure specified by a licensing authority, if such authority issued a license, is cause for revoking a pawnbroker's license and requires a hearing prior to revocation; (2) require pawnbrokers (A) to keep computerized records of property they receive, and (B) to take photographs of jewelry they receive and retain them in their records for at least sixty days; (3) allow pawnbrokers to charge a reasonable fee for issuing a memorandum or note for storing, insuring or appraising an item; and (4) require dealers in precious metal and stones to keep goods they buy for at least ten days before reselling or transferring them. 

Statement of Purpose: 

To change the laws regulating pawnbrokers and dealers in precious metal and stones and name the municipal chief executive officer, rather than selectmen, as one of the licensing authorities for people in these businesses.
