(By Request) AN ACT CONCERNING THE PREVENTION OF SPINAL CORD INJURIES WHILE SWIMMING OR DIVING. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to provide that: (1) Any person or entity that owns, operates or maintains a swimming pool or other body of water where swimming is permitted shall ensure that there is no head-first diving in any area of such pool or body of water where the water is less than eight feet in depth; (2) the use of starting blocks for swimming related activities shall be limited to competitive swimming events and related training activities; and (3) any new installation of starting blocks for a swimming pool in which competitive swimming occurs shall be in a section of the pool that is adjacent to water that is not less than six feet in depth. Statement of Purpose: To prevent the occurrence of spinal cord injuries while swimming or diving.
