AN ACT CONCERNING DETERMINATION OF NEUTRALITY OF EXPLANATORY TEXTS BY THE SEEC.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That subsection (a) of section 9-369b of the general statutes be amended to allow town attorneys to submit explanatory texts to the State Elections Enforcement Commission for a written determination of whether such text advocates either approval or disapproval of a local proposal or question.

Statement of Purpose: 

To require the State Elections Enforcement Commission to provide to town attorneys written determinations regarding the neutrality of explanatory texts used in local proposals or questions.
