AN ACT CONCERNING THE ABSENTEE BALLOT PROCESS, THE VOTER ENROLLMENT LIST AND THE APPOINTMENT OF ELECTION OFFICIALS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 9 of the general statutes be amended to (1) require that the town clerk be the sole official responsible for distributing, counting and securing absentee ballots by requiring the town clerk to (A) distribute or mail all absentee ballots, (B) receive all absentee ballots, (C) develop a list of all the absentee ballots received at the town clerk's office prior to the end of the primary, general or special election day, (D) set a date, not later than a day after a primary, general or special election, to count all absentee ballots, (E) notify all interested parties to be present as the observers of the counting process, and (F) permit the candidates to appoint an absentee ballot counter; (2) require any complaints for mishandling the absentee ballot process be disposed of by the State Elections Enforcement Commission; (3) prohibit registrars of voters from removing voters from the active enrollment list based solely upon notification of a change by the Department of Motor Vehicles; and (4) permit each major candidate to appoint an election official inside the polling place for the entire election day process for primary, special and general elections. Statement of Purpose: To ensure the integrity of the absentee ballot voting process, to ensure that voters are not incorrectly removed from enrollment lists and to permit major candidates to appoint election officials for inside the polling place.
