AN ACT CONCERNING LEGISLATION AFFECTING STATE BUSINESSES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require that, until the state's unemployment rate falls below the level at the start of the current recession, any proposed legislation that may impact the financial condition of private sector businesses have an effective date of not less than five years after the passage of such legislation unless such legislation addresses an imminent threat or serious harm to state residents. Statement of Purpose: To prevent the passage of legislation that is harmful to businesses during periods of high unemployment and to give businesses in this state the opportunity to adapt to changes in state law.
