AN ACT CONCERNING THE TRACKING OF UNIQUE IDENTIFIERS BY INSTITUTIONS OF HIGHER EDUCATION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2011) The Department of Higher Education shall require each public institution of higher education and each independent institution of higher education that receives state funding to track the unique identifiers, which are assigned by the Department of Education to public school students, of all in-state students of such institution until such students graduate from or terminate enrollment at such institution.

Statement of Purpose: 

To allow for better tracking of students from early or primary education through higher education to better determine which programs should be implemented or revised in order to best serve such students and to improve the student retention and graduation rates of the public institutions of higher education.
